THE BEE: OMAHA, "WEDNESDAY, JULY 31, 12 WIPE OUT SCHOOL DEFICIT i - Collection of 97 Per Cent Taxes and : Back Pay Will Clear Slate, JIG LETT ' MEANS A STJBPIUS Tretideat HolortrkUcr' Says City Treasurer's Record Poiat to I ' Proof That School AUowiiet . Will Balance for Year. . ; President E. Holovtchlner of the :Board of Education aayg there will be no deficit In school funds at the end of the year If City Treasurer Ure' collec tions of back taxes continues to Increase. . At least 97 per cent of the 1912 school levy will be collected, Mr. Ure reports, and not less than 130,00ft ack taxes will be turned over to the schools. ' When the Board of Education mads the levy; for 1912 the estimates were based og I X per -cent collection. The ad dltional S per cent will raise about 112.000. increasing receipts above the expecta tions of the board by 142.000. . : President Holovtchlner declares the assertions that there would be a defic iency of 113.000 At the end of the year 'arises ' out of a misconception of the financial scheme of the school district, which is also the scheme of the county. . At the meeting of the county com missioners at the first of the year the estimates of expenses are prepared. In August the .levy Is made and warrants are forthwith Issued : 'though there is -io money with which to take up these warrants. ?. v ; . : .. " Money Collected Later. , ' "But It la not considered that there is I deficit la the county funds then." said Dr. Holovtchlner, "for the money will bt collected to take up these warrants. . "That Is the same scheme upon which we have worked with one exception. We have never Issued a warrant that could not be paid. It cannot be charged that there Is a deficit in the school funds when uncollected taxes will meet all payments." . City Treasurer Ure reports the col lection of 82.3 per cent of school taxes for 1913.' Dr. Holovtchlner says that with the collection of 91 per cent and back taxes In the same ratio in which they have been paid for the last several months the deficit will most probably be wiped out this year. ' ; , :- ' ' "We have money to meet all our obli gations," said the president, "and have no debts we can not pay. It Is true money ha been transferred from one fund to ' another, to pay certain bills as they came due, but when the balance is struck at the end of tha year we'll be on the 7 safe side if tax collections reach the high per cent that It Is probable they Will." , ; , V :;; May Bedae aVevy." If the deficit Is cleared this year, President Holovtchlner, who approved the request for, a levy of II mills, says In hi opinion the - board will have suf ficient surplus In 1913 to reduce the levy to 15 or It mills In Wit, and that this surplus will exist after ail necessary ex penditures for maintenance and improve ments have been made. : One reason, he says, for the U mills levy for 1918 is in the increase In teach era' salaries, an action concurred In un animously by the board. ' ; ; . Members of the city commission this morning authorised by resolution that the Is mills levy be certified to the county commissioners. This levy will raise nearly a million dol lars, a mill levy on all taxable property in the school district realising about $3, 000 on a 100 per cent collection- With 1360,000 from saloon licenses for 1S11 and the police court fines that revert to school funds the Board of Education will have at Its disposal in 1913 nearly 11.600,000. In preparing the estimates for 1813 the board took tha estimates for this year and made the 1913 and 1918 levies almost identical, although 1913 was considered, a "high year," the expenditures feeing un usually heavy. The 1913 levy, therefore, which is t : mills above- th 1913 levy, will, if there la .no doflct at the and of this year, mean a surplus Is 1913 of at least 3100,000, if expedltures are .held within reasonable-bounds. w'.- Commission Men ; Ask ; for Better Service ' Wholesale commission merchants say they cannot get aervioe on many of the railroads out of ' Omaha and that the fruit shipments to towns nearby are be coming smaller and smaller. .' Those who are members of the Com . merclal club will ask the trafflo bureau to- Investigate the shortage in refrlger , ator cars and make an attempt, to se i cure cars for days earlier in the week. One railroad has put on a dally service for the benefit of the shippers, but sev ! eral furnish only one or two a week. ; ! This bulletin has been issued .by the j Burlington: "Commencing July 39, until ' the rush of fruit business Is over, line : 106. Pacific Junction to Creston, local, j will be operated dally and we would like ; to urge shippers to give us the bulk of fruit shipments on Tuesdays, Thursdays ! and Saturdays In order to relieve the pressure on this line Mondays, Wednes days and Fridays." N The Minneapolis and Omaha branch lines radiating from the main Una be tween Omaha and Sioux City, the com mission merchants declare, are unable to supply fruit to a territory In which there is a great demand. It Is said one refrigerator car a week is run over these lines and so late In the week that the fruit spoils. , . . , . The commission merchants will ask this and., other roads to furnish more refri gerator cars and better service through the Commercial club trafflo bureau. Abusive Mendicant -is Cast Into Jail John Carroll was sentenced to thirty days in -the county Jail in polios court for begging on the streets and using profane language. When arrested by Officers 8ch wager and Jensen ho had stopped a woman on Sixteenth and Doug fas streets and asked her for a quarter. Case of Typhoid . Causes Action to Prevent Epidemic - . .- -Miss Myra Russell, 18 years old, 3MJ Fort street, la 111 with typhoid. Her case Is the third reported to the health depart ment from that neighborhood within .the last few days. " Health . Commissioner Connell says the typhoid Is caused by the use of water from wells that have been condemned after investigation disclosed the presence of colon bacilli in large numbers. All wells on Thirty-eighth to Forty-second streets between Grand ave nue and Fort 'streets have been con demned and the health department has issued instructions that, the water must be boiled before it is used and that con nections must be made and city water secured at . the earliest possible moment to prevent an epidemic. . . Alfalfa Mill is Planned for This City for This Fail Realizing the importance of Omaha as a manufacturing point and market town and also realizing that Nebraska, Colo rado, Wyoming and Utah constitutes the greatest alfalfa producing territory In the world, a number of local capitalists have banded themselves together and are taking steps looking to the erection of an alfalfa meal mill. The men who are in the new company have abundant capital and will put about 260,000 into the project They will put out a full line of stock foods. And it is probable that the mill will be in opera tion this fall. " - Postal Savings , . Bank to be Placed v in Brandeis' Stores Postmaster John C. Wharton has noti fied J. L.
