woman's foot In the Missouri rtrer at
Gibson yesterday. A search Was male
of the vicinity, but with ths exception
of a few bits of clothing snd some
stslned rags nothing else wss found.
The police think the foot has been la the
river for st feast two weeks, but they e-'e
st s loss to know where the remainder
of the body is. The foot Is neatly sev
ered a few Inches above the ankle. Its

for Unooln W ednesday morning In order
to Inrrstlgaie the records of the charter
amendments which are now believed In
valid. Since the decision of the court
nullified the amendment relating to the
three-year term of off he because It was
found that the law had been engrossed la
the charter without ever having been
psssed. there has existed a strong doubt
sa to the validity of ths other amend
ments Indeed, severs! well-informed
attorneys. Including the ones who Inval
idated the other amendments, havs dis
tinctly said thst the remaining amend
ments could be invalidated with aa much
esse as was the term of office extension.
City Attorney Murphy's office, while de
termined to teat the passage of ths
amendment, doea not expect to find
that they will prove of any greater va
lidity than ths ones already declared
void. In order to prevent any doubt
the c .- attorney's office will Investigate
the matter thoroughly.'
If the amendments are found to be
equally void, there will result reductions
In the salaries of several officials. In
cluding the chiefs of the fire snd polios
departments The park board wilt be
compelled to operate upon a S3.M0 basts
Instead of a P sn one. Contracts for pay
ing and grading will be tied up, and the
rltr treasurer's office will corns directly
under the control of the city council so
far ss extra help Is concerned. This will
mean the loss of one man from the office
force, unless ths council decides to oon
tlnue the present force. .
As to the further results thst will corns
from ths Invalidation of ths charter. J.
M. Tanner and Jim Bulla, democratic
candidates for the sensle snd house, re
spectively, will hsve to answer to the
voters at the coming election for having'
made a muddle of ths ehsrter amend
ments and placed the city In a position
thst will mean a complete paralysis of
public Improvements In this city. Both
men are csndldstes for re-election.

Polite board In order to stay within
the appropriation has caused a good deal
of comment among the men wht have .

the whole city will suffer as the result
of curtailing the polics force aa with
twenty-five men It was found bard to
patrol ths city properly. Now with only
sixteen officers a city of ,0(W people
will have to be satisfied.

The day after election August met his
neighbor, Krut-ger, on the street and. It
is said, sccused htm of not supporting
him for mayor, and that the members ef
his fsmlly had torn ttp his nice election
cards, which did not do him a bit of
good. One word led to soother until

neighbor with a Urge club. This so Ir
ritated Krurger that he started after
August and chased bits around the block
