dent Taft and the secretary of ths De
partment of Commerce, and Labor.

Ths . lumber manufacturers, upon ra

commerce, made another appeal to Presi
dent Taft.

report Ignored ths request of congress

ence at, combinations, etc.. in restraint
of trade and therefore failed to (Irs
the lumber producers ths verdict which
they asked for at a conference with the
president. Secretary Nagel and Com-

the bureau found a wholly unexpected
and a very remarkable degree of con

points out the difficulty of gathering this

demand for a verdict, that ft would bo
wholly lnpractlcabls tor the ' bureau
and entirely out of Ita Jurisdiction, to
render a verdict on the existence of tho
so-called lumber trust or conspiracy tn
restraint of trade; that tho question la
ttrfctly a legal one. Any attempt on tha
part of the Bureau of Corporations, aaya

of guilty or not guilty, would be an
absurdity In itself, and would establish
a most embarrassing precedent
