and more serioue application to Mr.
Taft's record.
It will have to be admitted that Mr.
Tsft has never "taken a chance" in the
sense of deftly catching up some new
Idea and then loudly advocating or
quietly abandoning It according to
whether or not It attracted popular favor.
He has not declared. "Thafa bully, I'll
write a metxage about It to congress to
morrow," when some visitor to the White
House presented a brand new notion.
Nor has he "tsken a chance" with the
national honor Irt any such manner as
hla distinguished predecetsor did when
he "took" the Panama canal sone snd
recognised the so-called revolution, which
may be believed to have had its origin
pretty near the office of William Nelson
Cromwell In New York.
But there are some chances which Mr.
Taft has taken. The same predecessor
who "took" the cansl son, snd who wss
once a professional tariff reformer, as
tutely avoided the tariff question, realis
ing Its difficulty and dangers, and 1 ft
it aa a political Pandora's box for Mr.
Taft. That Mr. Taft should have taken
the chances involved In the consideration
of tha tariff in tha special session called
immediately after the beginning of his
administration may be argued to be no
special matter of credit to him, for he was
pledged-eomewhat as a prisoner Is
pledged to ball and chain to the perform
ance of the long overdue task which Mr.
Roosevelt had dodged. But, for example.
In mobilising the troops In Texsa a year
ago upon the private representations of
our Mexican ambassador. Mr. Taft took
what may fairly ba called a chance If
anyone haa the patience to recall the
conditions of those days In order te safe
guard legitimate Interests snd to prevent
the possibility of this nation's becoming
involved. Mr. Tsft, in tha circumstances
which were known to him, although not
then to tha public, believed that ha was
doing whst the situation called for. But
It may now be appropriately brought to
mind that before the wisdom of hla action
had been demonstrated by events. Senator
La Kollette had began an attack upon
him for having concentrated the troops
out of regard for the aliened financial In
tereats In Mexico of one of his brothers,
while there bed been slsrted a campaign
of sentimental appeal against the presi
dent's course en Ihe ground that it was
hostile to the struggle of tha Mexican
patriots for liberty and free government.
Mr. Tsft hss been a good deal dogged by
ill-luck. Bret and last, but ths outcome
of sffstrs in Mexioo has been so com
plete a Justification of his course as to
causa forgetfullnesa that It was ever
questioned.
Ths most notable chance which sir
Taft has taken, and one which com
pares again with his predecessor's tariff
record, wss his resolute act in calling
Into special session last spring, for ths
purpose of forclpg the ratification bv
this government of ths reciprocity agree
ment, a congress In which both houses
were in practical effect hostile to him.
since both were dominated by those anx-

within their power. He had no means
by which to limit tha activities of con
gress. But because he believed the
reciprocity agreement te be for the public,

tion, frankly and openly taking a chance

The chances which Mr. Tsft hss taken

public amusement, or deserved a place In
