They had previously authorised an Issue of &5CO,6Q0 water bonds, bearing 4 per cent Interest, which had proved to be unmarketable. The usual course pursued in Issuing municipal bonds bas been to invite pro posals, and accept bids providing for pur chase at a stipulated prlra and delivery on a certain date, and then have the bonda made up to conform to the terms cf the contract.
