City Council Holdi Long: Session on

PaiSTING MATTER KOT YIT LET

at loaslslerabl Sstvlag.
At the close of the proceedings of the
Board of Equalisation yesterday evening
the city council held a meeting to award
tha contracts for supplies to be used by
the clly during the coming year.
Ail contracts v. 1th the exception of
printing and stationery supplies were
awarded to the respective lowest bidders.
On the printing supplies the council ex
pended much discussion and concluded
their deliberations by postponing the
award of the contract until Monday
night. The cause of the delay In award
ing the printing supplies was Ihe result
of the keen Intercut manifested by dif
ferent counrllmen In the hide submitted.
The so-called sliding scale was In
spected with minute care, and on several
Items Die bids submitted were pointed
out as being prohsbty unnecessary and
deserving of elimination. While It can
not be said with certainly it seems reas
onably sure that the printing auppUes ( younger
and stationery will not be awarded to
one bidder, but thst the cltv will exer
cise Its right lo accept a hid In whole
or In part according as I lie different
Items on the respective bids are high or
low. In this way It Is thought the city
will be saved considerable extra expense
and the bidders will have to stand bv
each Individual bid Instead of total.
As determined yesterday at a commit
tee meeting the council ordered a new
rubber-tired buggy for the use of the
police department, and unanimously
agreed to discontinue the use of the
automobile placed at the service of the
department by Chief of Police Brtggs.
The elimination of the auto from the
equipment of the department Is generally
deplored by the poll'-, who claim that
Ihe chiefs machine baa stood them In
good stead In many tight corners during
the last year. The chief had heretofore
used his machine In department business
with the understanding that the city pay
the expense of maintenance. The city
allien kicked on the expense.
Fend Transfer Legal.
A communication from the city attor
ney office to tne mayor exproaeru me
opinion that legally money might be
transferred from the general fund to
the fund of grading district 106 for tha
purpose of discharging the extra expense
of damage Incurred outnlde the limits
of the district by the change of grade
within the district.
The mayor however demurred ia the
practice of transferring the money al
though he admitted the legality of Ihe
action. Councilman Jack Walters ad'
vised thai such overlaps might b
avoided In the future If the appraisers
were lo calculate beforehand on the
exact amount of money In the fund In
question.
The following are the successful bid
ders on the different items:
