Th supreme court today ruled that
conductor Is negligent when he mak

The conductor signalled to go ahead, but

criminations and rebates were Instituted
against railroads during the year. The
attorney general urges the amendment of
the twenty-eight hour law governtnng
the rsllroad transportation of live stock
by Imooflng an Imprisonment penalty
for Its violation.

The vigorous enforcement of the cust
oms laws, the attorney general says,
resulted In the recovery of JI.ISO.OOO In

been defrauded.

are pending. Sentences Imposed ranged
from a few month In Jail to ten years in

While prosecutions against peonage, the
aitorney general fays, has done much
to stamp It out, the practice still appears
to l quite extensively carried on In
some of the southern states. He sug
grsts the strengthening of the statutes
so ss to afford efficient protection of
persons against slavery and Involuntary
servitude, except as a punishment for
crime.

Mr. Wlckersham calls attention to the
discovery of extensive Irregularities and
In some cases actual dishonesty In offices
of clerks of the United State courts. No
effective reform, he declares, can be ac
compllshcd until the power of removing
the clerks Is taken from the Judge and
lodged In the president, and the clerks
paid a specific sum, Instead of by the
fee ays tern.
Declaring that many of tho jail wher
federal prisoners ar confined are wholly
unsuitable for tha detention of human
beings and "are shocking breeding places
of crime," th attorney general recom
mends the appointment of a commission
to Inquire Into the conditions. Thl com
mission also would consider the general
treatment of Juvenile and first offenders.
The attorney general also recommends
that tho federal government be given the
right to bring an action against an Indi
vidual or corporation In any part 'of the
country without restriction aa td th
place of residence of th Individual or
tho home state of the corporation.
Th attorney general also recommends
a general Immunity statute, numerous
law for Alaska and a civil service retire
ment law.

here by Privy Medical Councillor Wltxel.

pital, transport, provisioning and clothing
service and should be moblllied with
the other auxiliary troop In case of war.
The proposition has been taken up en
thuaiaatlcally by the suffragettes, aa It Is

argument against the granting of the
franchise to women.

Forty-two Moro outlaw -were killed here
today In an engagement with a detach
ment of American scouts. There were no
fstaltles on the American nlde. The bat
tle occurred In connection with the cam
paign for suppressing organized brigand
age among the Moro.
The disarmament of the entire Moro
population of Mindanao and Jolo was
ordered by tho American military au
thorities three months ago, following i
number of murderous attacks on Arr.erl
cans.
Sine that time the troops hav been
engaged In carrying out tha order. Most
of th chlefa gave up their weapons
peaceably, but there has been a series of
sharp engagements with bandits. Th
