Woodrow Wilson of New Jerey called the
third annual conference of governors to
order this morning. Nineteen governors
took their seats within the convention hall.
Governor Francis E. McOovern of Wis
consin was elected temporary chairman. In
welcoming the delegates Governor Wilson
ald:
"You are indeed most welcome. I sup
pore thers never wss a time In America
when larga questions wers more generally
debated than now. There Is no mistaking
the signs of the times. The people of these
Untied States elect governors to assume
leadership leadership ot the most vital
sort therefore. It Is of the utmost Im
portance that the men who undertake
leadership should come together In com
mon council to consider the affairs ot the
whole country. It is more Important to
draw the country together in thought
than in any other way.
"The vitality of this conference Is mani
fested by the fact that it has released Itself
from federal guidance. We are now an in
dependent body."
Governor Joseph M. Carey of Wyoming
mads the response on behalf of the dele
gates. Tor ths first time in a year or more, the
governors, Wilson and Judson Harmon ot
Ohio, faced each other today. The greet
ing, witnessed by a dozen of the sixteen
governors who spent the night here, waa
motcordlal. 4
"How are you governor?" inquired Gov
ernor Wilson.
"I am delighted to see you, sir, and to bs
here," was the Ohio: executive's reply. The
two men grasped hands and placed their
left hands on each other's shoulders. For
a few moments they exchanged pleas

BLOOMING TON, Neb., Sept. 12. -(Special
Telegram.) As the result of a fray oc
curring in Franklin, about 8 o'clock Mon
day, ; Frank Smith, whose hime la In the
country near that- towa, is not expected
to live and C. 15. Clems, the manager of
the Franklin Marble and Granite Works, is
in the county jail at Bloomtngtoo, charged
with manslaughter. The men were In Mr.
Clems' establishment playing and drinking.
A 32-callbre revolver- belonging " to Mr.
Clems was on the table. The men1 grew
angry and commenced -ta fight. A report
was heard and outsiders ' rushed to the
place Just u Mr. Smith staggered out ot
the door yelling.-
It was found ha had bean dangaroualy
wounded In the abdomen. . As Mr. mith
had the gun -in his .possession, when the
men were found, there is a mystery as
-to which one did the shooting.
Dr. Hapcman of Mlnden, assisted by the
local doctors performed an operation on
the wounded man, sewing up five places
In the Intestines. The bullet wss not re
covered. Both have lived In Franklin
county many years 'and are well known.

t8 MOINES, Sept. 12. (Special.) Dis
covery that the county aupervlsors of this
county have been spending money reck
lessly for bridge In the rursl district has
brought on a crisis in bounty affairs and
it win probably result in some Investi
gation by the grand Jury.
The county auditor started the matter
by refuaing to draw any mere warrants on
the bridge fund upon the mnple orders of
Individual members of the hoard, and when
tha board passed a resolution directing the
warranta to be drawn, the county treaa
uier refused to pay them because the fund
is overdrawn.
The thre county members appear to b in
a combine to spend vast sums for bridges,
then to Issue bonds to pay .the warrants
All the contracts have been going to one
firm of bridge builders. The bridge ac
count for this year Is overdrawn about
$35,000. As the rural districts pay all the
tax for these bridges the farmers are tak
ing action to stop the drain.
- Gat Engine Maker Meet.
A national convention of the makers of
gasoline engines and inventora of ma
chinery and devices for using gasoline gas
opened here this afternoon with . about
twenty-five delegates present.
The program constats of discussion of
various matters connected with the de
velopment of gas making, especially the
use of gasoline In the same. The makers
of gasoline engines are Included. The
president la W. C. Carson of North Eng
lish, la.
Chautauqua Alliance Meets.
A state convention of the Iowa Chau
tauqua alliance opened here this evening
with attendance representing nearly all the
chautauquaa in the state. The managers
and heada of these organizations will con

ARCHBISHOP TO DUBUQUE

FORT DODGE, la., Sept. 12 (Special
Telegram.) Archbishop-Elect Keane. ac
companied by Father Gleason, secretary
to Bishop Scannell of Omaha; Bishop Tinen
of Lincoln, and othera, arrived in this city
this noon on their way to Dubuque.' Two
hundred clergy and laymen, representing
the Dubuque diocese, met and greeted the
new archbishop here, coming in a special
train and taking Archbishop Keane back
with them, his private car being attached
to their train. Bishop Tlhen returned from
Fort Dodge Immediately to bs present at
a church dedication.

CLERMONT, OA., Sept. 12. Former
Governor and Mra. William Larlbee are
today informally celebrating their golden
wedding anniversary at their home, near
this city. The former Iowa executive, who
is now nearly 80 yeara old. takea a keen
Interest In every public movement and his
dailly correspondence Is almost as large
as it was during his active work.

the visit of President Taft In thla city on
October 2. The president will arrive here
at 4 p. m. and will be taken at once to
the Chautauqua pavilion, where he la sched
uled to spesk. The pavilion haa a seating
capacity e( s.000 and it will probably be
more than filled. Special tralna will be
run on nearly all roada leading Into Hast
ings on Taft day.
Following tha meeting in the pavUlon
there will be a parade and at S o'clock
a banquet In his honor at Fraternity hall,
for which about 500 Invitations will be la

master and toasts will be responded to by

LINCOLN. Neb., Sept. .13. (Special.) -Chief
Game Warden Miller arrested four
men at Ashland, who had In their posses
sion a freight car half filled with fish that
had been seined from a public lake noar
town. Two ot the men are said to be from
Iowa and two from Omaha. Theodore
Lesch la the nam of en of the man in
the party.
A aelne 600 feet long waa used In taking
th fish which wer mostly buffalo, carp
and bull heads.
The game warden had the fish Iced as
soon as he mad the arrest and will give
them to the Lincoln asylum for the Insane
and to the penitentiary at Lincoln.
Eaton and Dicker Heleaaed.
BEATRICE. Nb.. Sept. 12 (Special
Telegram.) J. W. Eaton and Lon Dickey
of this city had their hearing at Wilber
today on the charge of selling fish Illegally,
and were released. Forty-three fish were
found In their possession, but the state
failed to prov that they had aoid any tt
them.
NEW YORK STOCK EXCHANGE
FIRM BECOMES BANKRUPT
NEW YORK. Sept. 12. Th suspension
of Van Schack at Co., member ot th New
York Stock exchange, waa announced thla
morning on th exchange. The firm waa
formed in 1907 and waa composed of John
B. Vai Schack. board mem bee. and Derby
Crandall. Th company had branch offices
in Jersey City and Baltimore.
A ' representative of the firm said they
knew nothing of a report that th auspan
slon was due to a big defalcation.
Eliot Norton, assigne for th firm, said
that the total liabilities would amount to
between $3,000,000 and W.000,000, nearly all
ot which consisted of baUt loans fully se
cured. Aisets other than those held by banks
as security amount to about lauO.OOO. These
assets, however, consist of alow account
and Mr. Norton said that the firm would
pay dol.ar for dollar.
The firm as now composed waa formed
in 1907, but it haa been in existence about
flfty-thre years.

o'clock this afternoon to consider the
French r'ply to Germany's counter propo
ssls concerning Morocco.
The replv hss ben drawn up by Premier
Cstllaux and th ministers were summoned
specially to psss on It. It was understood
before the cabinet met that the French
note had been written In a spirit of conclM
stlon. but expressed a firm attitude of
maintaining the poaition which France has
assumed on questions ot principle from
which It could not depart. A semi-official
not Issued yesterday indicated that the
German conditions would be refused.
BERLIN, Sept. 12 No further develop
ments in the-Moroccsn affair are expected
here pending the receipt of France's reply
to the German note. ' The French ambas
sador. M. Csmbon. is in Drepden with his
family awaiting th next move by his gov
ernment. Although the public anxietjes regarding
th difference between France and Ger
many have been largely allayed stocks
opened somewhst weaker on the Boere
today, owing to the unsatisfactory course
of the New York and Paris markets yes
terday. A report printed in the foreign press that
the Russian government had withdrawn
great sums of money from Berlin Is au
thoritatively denied, and it is asserted that
the withdrawal of the French credits from
German houses has been much accounted
for in the reports. Whatever witharawals
were mad were so slight that It Is declared
they played no part in the recent atock
market panic.
President Kline
Changes His Plans
Returns to San Francisco Instead of
Starting Fast, as He Ex
pected to Do.
LOS ANGELES, Cal., Sept. 12 A sudden,
but unexplained change In the plans of J.
W. Kline. International president of the
Blacksmiths' and Helpers' union, who ar
rived yesterday from San Francisco with
the intention of going east by way of Salt
Lake City, calls for his probable return to
San Francisco tonight, according to his
statement today. H declared that there
was no change In the situation resulting
from the refusal of Julius Kruttrchnltt. di
rector of maintenance of way of the Har-
rtman system, to recognize the federation
of shop crafts.
Kline said that if a strike were called It
would not be before he and other Interna
tional officers held a meeting in Kansas
City.
The other officials who arrived here with
Kline expect to go to Kansas City by Way
of Tucson, Ariz., and El Paso, San An
tonio and Houston. Tex., conferring with
union officers In all the cities they visit.
Shearman Fails to
Make the Flight

AUBURN. Me., Sept. 12. In such an ex
hausted condition that he waa not able to
talk and had to be removed to a hospital
H. B. Shearman, president of the 'Williams
College Aeronautical society, who made a
balloon asoenalon from Pfttafleld, Mass
today, was found on the farm of H. B.
Estes. When Estea cam upon Shearman
th aeronaut waa almost unconscious. He
left Plttsfield in an actempt to break the
balloon record for a long distance flight
He planned to reach Canada and waa un
accompanied. Th distance from Plttsfield
to Auburn on an air line la approximately
200 miles.
Shearman's physician eaid hi condition
waa due entirely to exhaustion and expo
sure. He will recover.

Frederick W. Plalsted of Maine declared
today that hi state now facea a new era
with actual Instead of theoretical prohibi

Governor Plaisted arrived here today to
attend the governors' conferences, having
delayed his visit to cast his vote yester
day against prohibition.

voted to take out of the constitution th
prohibitory amendment. I believe that
under the local option law such as Is
likely to come, we will tee more actual pro
hibition In Maine than we aver have aeen
under our prohibitory law."
