North Randall track yesterday, stepping

Conditions not exactly favorable pre
vented his breaking the record established
by Lou Dillon at Memphis, Tenn., on Oc
tober 2S. 1903. Th track wa npt as fast
as usual and a breete also tended to ham
per him. Mr. Billings drove th gelding.
When he steered his charge past th tftree
quarter pole In 1:84 the immense crowd
present felt sure that a record would b
broken,- for Uhlan has always been noted
for his finishing powers. Ha faltered
slightly on the stretch.

that h would be glad to sign the state
hood bill If the Nelson amendment pre
vailed, but that it was a question whether
he would be willing to sign It If the amend
ment were defeated, as It was

Th senate amended the house bill with
two minor changes regarding the manner
of voting In New Mexico on proposed
amendment to Its constitution. These
undoubtedly will b agreed to by th house
and th bill sent to the White House. These
amendment were reported by the senate
committee on territories and agreed to
without debate.
Amendment Center of Interest.
Practically all ot th debate on th bill
centered around the Nelson amendment.
Even om senators who declared their
opposition to th recall of Judges voted
against th amendment on the ground that

wa for them and not for congress to say
whether they should have It.
After th amendment had been defeated
It was thought the bill would be adopted
without division, but Senator BalleS' called
for th ayes and nay. Two democrats,
Senators Bradley of Kentucky and O'Gor-
man of New York, voted for th Nelson
amendment. These same two members
with Senator Bailey voted against the final
passage of the measure, as did two pro
gressiva republicans. Senator Brlstow of
Kansas and Kenyon of Iowa. The others
who voted against th admission of the ter
ritories war Senator Brandegee ot Con
nectlcut, Burham of New Hampshire, Crane
of Massachusetts, Curtis of Kansas, Dil
lingham of Vermont, Heyburn of Idaho,
Lippltt and Wetmore of Rhode Island, Nel
son of Minnesota, Oliver and Penrose of
Pennsylvania, Root of New York, and
Bmoot of Utah.
Another conference will be held Thursday.
Mr. Underwood was ready to attempt to
get together again tomorrow In the hope of
effecting soma agreement, but Mr. La Fol-
lette was not prepared to meet with him
until the following day. Some of their
colleagues who want a speedy adjournment,
attribute the delay to the desire for action
on th cotton bill which Is to come back
to the senate from the committee on
Thursday, and other colleagues attributed
th delay to a willingness to leave the wool

of congress In December.
