Charter Meeting . is Not Held-Rine Could Not Attend Meeting to Be Held Later to Consider Recommendations from the Commercial Club. , A conference between a committee from the Commercial club and the framera of the bill for the charter revision went wrong Monday morning because City At torney Ulne was absent from his office. The meeting was scheduled for 10 and Mayor Pahlman and Councilman Berka. two of the original framers of the bill were present, as was the Commercial club's committee. But Mr. IUne was busy In court and could not attend the meeting. Consequently, the conference waa postponed. The Commercial club's committee wished to discuss certain provisions in the new charter. At a recent meeting of the commit tee on municipal affairs of the club. It was decided to recommend amendments for the provisions, regarding the collection and disposal ot garbage ami the opening and closing of the polls at general and siieclal elections. The committee also wanted en lightenment on other provisions. Objections to the provision creating a new lighting fund, and that which glvea the city council power to create special lighting districts within the city have arlxen In various sections. Some who do not object to Increasing the fimd do object to the manner In which special districts may be t reated. The pro posed charter gives the council absolute power to act. It has been suggexted that a check should be put on the city council in the matter uf eslabltnhlng these districts to this ex tentthat the properly owners should have a right to hay whether they want a lighting district and whether they are willing to pay one-half uf the cost of maintenance.
