This brings the total for the four days up to 19.100 head, as against 20,700 head for the rame davs last week and II.80O a your ago. '1 he market has been In very satisfactory condition all week, and was In fair shape today. 'Hie demand for beef steers was not so brink as It has been on other daya this week, but still there was a fair Inquiry and rattle which happened to find favor In buyers' eyes commanded about steady prices. On the other hand, there was an undercurrent of weakness and some buyers though they had to lake off a little. In fact a good many were quoting it anywhere from steady to as much as 10c lower In ex treme cases. Cows and heifers sold in about the same way as beef steers, that Is anywhere from steady to a little lower. Stockers and feeders did not show very much change, the desirable kinds at least yesterday. Backward orders gave prlcea a weaker tendency, of course, but It wa possible to obtain steady or at least barely steady figures for anything good, sheep es pecially. Bulk sold on this basis, occa sional strings of lambs ruling a trifle lower. Volume of supply wss moderate, consist ing largely of fed western sheep and lambs. Uood lambs were wanted, but efforts at cheapening cost delayed trading, so that final clearance was rather late. Heat grades rold at and around 10. with heavier classes at IS.OO and tinder. "Why should we. for Instance, hold on to panics? Why should we cultivate or breed panics? Why should not we revolt at their barbarities, their cruelties and their havocs?" "You cannot have reserves that are ef fective," he continued, "without some form of centralization. The authority over the reserves, or a sufficient part of them, must reside in a centralized form. Dalzell Bill Wins Out in Committee on Ways and Means Twelve Republican Members Pass by Longworth Measure as Basis for Taxiff Board Law. WASHINGTON, Jan. 19.-A permanent tariff board along Ihe lines of the 1'altell bill was agreed upon by the twelve re publicans of the house committee on ways and means today by a vote of 8 to 4. The action followed a series of conferences over the various plans for a permanent tariff body, which President Taft has been urging congress to provide for this session. Today's action waa taken after a long discussion of the two leading plans, the Long worth bill, favored by the adminis tration, and the Dalxell bill. 1 ne i.origworin phi provmes ior a com mission of five members at $7,500 each an nually, and the Dalsell bill three mem bers, tha chairman drawing $7,600 and tha other two $7,000 each. The Dalaell bill authorizes the board to Investigate any where, though the president's consent Is necessary to inquiries abroad, and the re ports are to be made to the president or the house ways and means committee or tha senate finance committee whenever called upon. The Longworth bill provides for reports to the president or to either house of con gress, and for appearance of tha commis sion before the two committees named If requested. Tha Dalzell bill does not pro vide for the powers of requiring attendance of witnesses, production of books and pa pers, etc. The republicans of the commit tee are not yet through with the plan and a subcommittee of three members wa appointed to go over the bill favored and to make any changes deemed essential. No canvass has yet heen made of the sentiment of the house, but republican leaders believe that a bill along the lines of the Dalzell measure would pass the house, but are not sanguine as to the out look In the senate. 1'nd. r no circumstances Is any plan favored which would vest In a tariff board or commission the authority to even recommend rates.
