These letters and some of the re aponaea received from railroad magnates, governors, Immigration agents, commercial club secretaries and others are here pub lished. Mr. Roaenater Tha letter sent out a Invitation. by Mr. Hosewater was: Dear Sir: As you probably know, an ef fort la being made to turn to the west and northwest the tide of emigration, which has been going out of the Missouri river valley Into Oklahoma and Texas and Into Canada. The publishers of The Omaha Daily Bee and The Twentieth Century Farmer have taken tho leading part In this movement and have devoted an unlimited amount of space to this purpose and have organized tha Western Land-Products exhibit, also for the purpose of turning this tide of emigration toward the west. This, we realize. Is a gigantic task, and can only be accomplished by concerted ac tion the part of every one Interested In such a result. WVare writing you to ask your opinion as to whether you think it would be well to organize an association, which might be called the Western Development associa tion, or the Western Immigration associa tion, with a membership of governors und Immigration commissioners or other of- fllcals of the states of Nebraska. Colorado, Wyoming, Utah, Montana, Idaho, Wash ington, Oregon, Nevada and California, to- gather with representatives of state . de velopment organizations, commercial clubs and railroad officials of interested lines, and any other organizations who would be Interested In securing an Increase of pi.pu- latlon in the territory named.. The original suggestion for this meeting was made by Mr. C. C. Rosewater, general manager of the Omaha nee and The Twentieth Century Farmer, which publica tions are presenting the Omaha Land show, an exposition devoted exclusively to western Interests. The Idea In forming this association is to unite the interests of the newer west for the purpose of interesting its population, Rnd more particularly for the purpose of turning the tide of emigration from the middle west, which has been going largely to Canada and Into the south, into Its proper channel, viz., to the west. It Is not the purpose. In calling this meet ing. In any way to limit the organization's activity, or to Interfere In any way with any existing organization. Rosewater, Omaha: Acknowl edging your letter of the 13th Inst., I think you make a very good suggestion, and It would be difficult to Improve upon either of the names you suggest for the organization or upon the general plan set forth in your letter. It has taken a long time to make the people of Kansas and Nebraska realize that they had any Interest In (his quea tlcn, except their Interest in dtsuadlng the people from leaving their own rtates, and It has been surprisingly difficult to convince an Omaha business man, for In stance, that It made a very great differ ence to him whother a man moved from Nebraska to Texas, or moved from Ne braska to Montana, notwithstanding the fact that be would in the latter case be a tributary producer.' while in Texas be would contribute nothing to the upbuilding of Omaha or any other city in our part of the country. I am making no mention of what is, of course, the most important purpose of the land show and of this proposed organiza tion for continuing the work, viz., the exploitation of Nebraska and other Im mediate western states and the attraction of settlers to the extensive and undevel oped territory in the Missouri river basin and while the other consideration I re ferred to is incidental, it is Important. People may laugh and find fault with the booster, but It is the booster that makes the country. Personally and officially, I am In favor of any movement which is calculated to be of substantial benefit to the northwest ern section of our country. Some of the lines serving some of the states mentioned in your letter are also largely interested In states south and southwest of those mentioned, and could not consistently work to the advantage of one section served by them to the disadvantage of the other. Any movement that did not take this Into consideration woulud In a meas ure defeat Itself, and each road would continue to do in the future as they have in the past go after all the Immigration possible for their respective territories. I am Just now In communication with the secretary of the Laramie Chamber of Commerce regarding the forming of a state association for the purpose of obtaining concerted action among all the commercial bodies of the state, and we intend to push for a law that will permit the levying of a small assessment on the county tax roll to be used in the way of advertising and exhibits. I also think it well to organize the Western Development 'asso ciation,, and believe It would be of great service In this movement. As to the time of meeting, so far as I am personally con cerned, I would say that I could not at tend before a meeting of this kind at any time before May, as my official duties will keep me constantly employed here until that time Command me whenever I can be of serv ice in this matter. Without co-operation of the governors or accredited repre sentatives, we think such an association would be of little value. Tha reason we believe the various rtats governors should attend Is this: Develop ment and publicity work has been carried on extensively by the various commercial clubs, and under such an arrangement tha merchants, town, real estate men, etc., bear the expense.. The farming communi ties reap fully as much benefit from tha influx of Immigration as any one, and tha only way to get them to bear some of tha expense is to have a state appropriation for that purpose.
