It Is pointed out that many effi cient supervisory officers have received no promotion since their appointment, al though they are subjected to greater re sponsibilities than the subordinate em ployes, greater expenses and longer work ing hours. The entire amount requested for tha promotion of supervisory officer Is about $75,000. it Is recommended, too, that provision be made for the promotion to higher grades and Increased salaries of expert -distributers of mall In various offices. It is pointed out that the services of these men are Invaluable and that they are difficult t replace when they leave the service. Deaths While on Dwty. The difficulty of obtaining; competent postal employes In remote sections of the United States postofflce , territory U urgently called to the attention of con gress. It often Is impossible .' td obtain efficient clerks for the salaries fixed by law and it Is urged that the postmaster general be authorised to use the regular appropriations for clerk and letter car riers In the payment of higher salaries In such places, for Instance, as th postofflcea In Alaska. ' In a discussion of tbe clerical and carrier forces of the postal service It la shown by figures presented In the report that no part of the reduction In the deficit of th de partment as a whole was due to any dis crimination against clerks and carriers. As a fact, the average salaries of clerks and carrier during th year la 10 wa higher than at any time In the previous history of the department. It Is the policy of the department, as shown by th report not to requlr any more work In postofflce on Sunday and holidays than la absolutely ' neceiwary. To this end an endeavor la being mad to bring about a greater degree of uniformity In the amount of Sunday work In post offices and to provide for one day of rest In seven for each of the employes. Dr. Orandfleld says: '.' ! "There is a very strong sentiment throughout the country In favor of th discontinuance of the delivery of mall on Sundays, and this sentiment should be re spected. If the plan of discontinuing en tirely Sunday service by letter carrierti, which Is now being tried In a number of the larger cities, where the sentiment of the communities are strongly In favor of Sunday closing, proves practicable. It would stern that the desired result may be attained without legislation." From the viewpoint, of economy and efficiency In the service, conares Is urged In the report to take action looking to the retirement with some reasonable pension provision of the superannuated employes nf the Postofflce department.
