Tb stat of Nebraska, must cave a new

said Mr. Smith, "aad If the Douglaa county
deiegarioa to the V-arieiatur would stand
for one there would be ae difficulty tn
getting tt located here. Wheel It la located
here Douglas county would he somewhat
relieved of th heavy burden It Is how
bearing berauve the Ltncola asylum la so
crowded. Lancaster, the only other large
county la the district, succeaaf uQy avoid
its burdens by putting a& ef '-M county
patients Into th state noepJial."
The foilowiag rigurwa. collected tbr the
Douglas county eoanptroliar In 130a, ar
rtlU typical of th condition, and they show
the relative shares of th state's expecdl
tur for tae Insane, d.paomana.-a and feeble
minded:
Dougiaa county, containing Omaha and
having th metropolitan difficulty of being
a dumping piac for undesirable from
other communities, has .71 per cent of the
total population of th state, pays M 78 per
cent of th total gtai taxes and has sect
3 per cent ef the patients confined at
Lincoln. Lancaster has only IS aS per cent
of th rtat population, pays only lis) per
cent of the stat taxes and yet has in the
state Insane asylum S-5 per cent of all th
patiecta. Ha leas thaa half the population
and sends more thaa two-thirds aa many
patients.
Drug!a county la crowded out of the
Lin coin asylums by prwrious arrtvala from
Lancaster county, and to Dougiaa county
hospital, supported by Dougiaa county
funds, has fifty patients to take ear f
that would hav soma chance of pi ogi gas
if they could be taken to Lincoln. j
"The patients w have her ar moetiy
old and feeble-naaded people. " says Mr.
Santta. "mud they de not aav such a great
need for expert care, but If they could be
put la eome larger place, they would have
a better chance for recovery. The county
hospital la stmpiy not tig enough to car
for them decently."
Th figurea Quoted, which were com
piled some time ago. led Mr. Smith to send
a communication to th9 county commis
sioners asking for aa effort to get a new
asylum located ta this county. Th figures
show that the other counties In the district
from which the Lincoln asylum receive
patients are all paying Dor taxea tn pro
portion to their number ef patients thaa
th larger communities, aa the percentage
af insanity to population Is much smaller.
The report, which waa compiled by John
Lewis, conclude as follows:
"There Is bo law for. nor does th su
perintendent use any heals la apportioning
th number of patients to be admitted from
each county In the district. The superin
tendent says h admit a pattest as soon as
he has roc 31 for him no matter what
county la th district h is from, but will
not admit a patient -from oatatd th dis
trict without orders from th board.
"Too win observe by this report that
Tancaster Is away ahead of us aad sn ins
to use the hospital for a regular county
hospital, as both their commitments
releases tar exceed ours when compared
with th population aad amount of taxea
paid."

same exquisite izorkmanshtb.
Mild all throughfiller as well
as wrapper Don't ask for a light
cigar, ask for the right cigar. Not
green tobacco (harvested when
harsh and bitter, for the sake of
color) but fully ripened in the
fields so well cured that there's no
need for you to be cured of the
cigar habit, but merely of buying cigars
that harm. Not a sore throat or a heart
hurt in a life-timts supply (ask your
physician). Then ask your dealer ot the
Robert Burns when you're not in a hurry,
and the Little Bobbie when you haven't
time to finish the 10c size. . Same stores
sell both.
