March 21 The excessive dullness Into which the dealings In stocks fell today was ascribed to a waiting atti tude on the part of large operative forces. Various factors were assigned as the ground for this attitude, but it was notice able that clearing up of some of them In tho course of the day had liHIe or no effect In enllvlng the speculation. The adjournment of the sureme court over tho spring holiday disposed of one of these factors. Last week predictions were offered that the supreme court decision In 4lte American Tobacco case would be handed down today and would be In favor of the company. The failure of verification of this, rumor today seemed to throw the market into a state' almost of suspended animation. , The postponement of the Philadelphia strike settlement, which was hoped for, the reported promise of an adjustment of the dispute .with the soft coal miners and the less confident nopea of an agreement tn the western railroad flrcmrt dispute made the influence from the labor side mixed. ' The apprehension has been growing up that the money market may be subjected to a squeeae in connection with the April settlements. Requirements at 4hat time are normally large and there are -special de mands to be met at the coining settlement. The London stock market settlement hap pens to fall -on the same date- and the fu rious 'speculation that has been going on in rubber and oil shares makes a very large account to meet. . The calling In, of a British war loan Complicates the-on-don position. The rising rates for rnoney were accompanied today by a sharp ad vance In foreign exchange. In consonance with Oie hardening of discounts In the London market. Bankers still discuss the likelihood of an outgo of gold In April from New York.
