erick Wlllkun today opened the American
Art exhibition. Ho came with a largo staff
to the galleries of tha Royal Academy,
where several hundred persons distin
guished In the official, artistic and social
life of Berlin awaited the prior view by
royalty before having their own enjoyment
of tha pictures. American Ambassador
Hill and all the other members of the
American embassy, except Secretary Ira lu
M. Laughlln, who has been called home by
the death of a brother, were present, with
their wives. Others attending the opening
were American Consul General Thackara.

NEW ORLEANS, March 17. The deman 1
for babies here has reached such propor
tions that . It Is feared there Will be a
serious shortage In the supply. A carload
of babies from tha New York. Foundling
and Orphan asylum was given away here
last week. Many Women clamored for
babies In vain, and so numerous ara the
applications that tho Institution has de
cided to send another carload of infants to
New Orleans.

Dank of England at their weekly meeting
today raised tha minimum rata of dis
count from I to 4 per' cent This action -was
caused by tho 'continued foreign demands
for gold, which seriously depleted ths
ths bank's reserves. There are now nearly
$26,000,000 lower than at ths same time laat
year and further withdrawals of the metal
necessitated measures to lnoreaee tha
bank's holding. '
For some time India has been drawing
heavily sn the vallable supplies of gold
and considerable sums are still wanted to
move tho large cropa., In addition, to. this
demand there Is a large number-of foreign
Issues, Including a big delivery of American
bonds In exohange for British gold, to be
provided for. Forthcoming Internal mone
tary requirements atso demand the build
ing up of tho reserve.
It, Is quite usual for the bank rate to bo
advanced at this time of the year. No
doubt one of the chief causes therefor is
ths government's failure to collect taxes.
This made money so plentiful that it
weakened continental exohange on London
and made It easier for foreign marktta to
take gold from this center,

This clty'k biggest Industry, tho Western '
Portland cement works, haa suddenly shut
down, after a visit of President W. W.
Planklnton of Milwaukee and other offi
cials, all of whom reside in Milwaukee.
Ths reason given Is that the method of
making the cement Is to be changed from
the "wet" to the "dry" process, something
contemplated for years, as wet cement
cannot be made in competition with tho
dry, although It is a much- better cement.
There are various rumors afloat, ono of
which Is that the plant, which cost about
$1,000,000 In the twenty years It has been
operated, has been sold to the Atlas cement
people, who were hers last year, ostensibly
looking for a site, and whloh took bit?
options on chalkrock land. Tho officials
absolutely refuse to say anything;
Missouri Rising at IMerre.
PIERRE, 8. D., March 17. (Special Tele
gram.) The Missouri river shows a stage
of about thirteen feet rise this morning
and Is yet slowly rising. The lower por
tions of Fort Pierre aro- flooded, hut not
enough to do any great amount of damage.
A report from Forest Cltv thla "morning
says the Missouri Is falling, while the
Little Bend river Is at a standstill. Prob
ably there will be another foot" rlso here
before the highest point Is reached.
