NEW TORK, Dec. 30 The close of the
year was marked by characteristic devel
opments tn financial markets tay. Prep
arations for the unprecedented disburse
ments of interest and dividend paymenis
in January went forward more acriviy
today and the restriction f money supplies
wrnrh resulted In the stock market kept
operations there under restraint. Tlie 7

a new high rale for the present year, com

seven.; former occasions. Last December, i
when hut 4l per cent was reached for
call loans, the country was Just emerging
from un period of industrial und iinanriai j
depression and demand for commercial I
cr-dits was at a minimum.
Not r.nly is the present condition one of
comparative ease, but a stipiosl;lon ;s fos
tered that marked relaxation
to occur j
after the turn of the year. The cour
of discount rates in foreign monev rcir
Kets and the weakness of the foreign ua
cnange market, as well as the easy tone
of Ui time money market, give c lor io
this aurposl.it Ion. lis cer-ainty Is not al
together conceded by bankers, who point
to the heavy requirements for corporation
financing which nave to be met witn tha
new year. In the cheerful stock market
spirit there was a disposition to maae a
favctable Interpretation even of the active
money market.
Further returns of railroad earnings for
November continued, the favorable show
ing of Uie net return for that period. The
tightness of t.e monev market conduced
;o the special favor snown towaids low
priced Mocks, owing to the smaller amount
required to can-v blocks of those securi
ties with commission nouses. This cluss
of securities was stimulated also by he
special demand in evidence for the Wabasu
group, winch carried an impression of de
termined accumulation and kept alive con
jectures of special developments in prog
