Oct. 21 -The attention of the financial world was focue-d on the Rank of England today br a third weekly advance In the official rate of discount, a full I per cent, to a per cent. On October 7 the rate was put at 1 per cent, after having stood at 2 per cent since April 1. Today's 5 per cent rati, therefore, repre sent a rise of 2 per cent, doubling the bank rate In two wrrka. Such drastio ac tion is rare except In panic times and must be accepted as Indication of extraordinaary conditions. On October SI. 1WT. the rate waa raised to 5 per cent from 44 per cent in rppone to the banikng panic which had hi i km out in New York. On November 4 following the rate went to per cent and on November 7 to 7 per cent aa the result of acute demand from New York for rescue purpose. That the preeent action of the Bank of England is directed in part against New York'a speculative borrowers is affirmed In new advices from London and la indi cated also by the heavy selling of Amer ican securities for London account, which ia forced by the measures of the English Dank. These were again in heavy volume today and were attributed to the closing out of loans tn London. In which these stocks figured aa collateral, 1'nlted mates Steel was the most notabiy affected by this cause, although none of the stocks which have figured recently In the active speculation were exempt from this pressure.
