ta become man and wife and are prohibited
by tha law of that state In which they may
reside from marrying. Heretofore th Iowa
law haa permitted tha marriage of cousins,
but thla la now changed. A law enaoted
by the Thirty-third general assembly be
came effective on July 4 and Includea first
cousins In the prohibited degrees of rela
tionship which bar marriage, and forbids
the marriage of such persons.
Two couples from out of the atate who
sought tha office of tha clerk of tha dis
trict court yeeterday In search of marriage
lloenae discovered to thslr sorrow that the
new law forbidding tha marriage of first
cousins waa now In effect.

her home waa In Butler, Mo were tha first
couple to be refuaed a license yesterday.
They were both 14 years of age and on
being asked by tha clerk If they were re
lated to on another admitted they were
flrat cousins.
"Sorry, but under the law I cannot Issue
you a license," remarked Henry Brown,
clerk of the district court, as he closed the
marriage license register with a anap which
Indicated that ha meant what he said.
"Welt, that's too bad after coming all
this distance," remarked the man; "but I
suppose tha law la th law and w are up
against It"
Tha second couple to be turned down yes
terday ram to Council Bluffs from Colo-
rado and thay appeared extremely surprised

They gave the names of Virgil Stockton,
aged 87. of Greeley, and Bertha Wilson,
aged 17. of Bouldsr.

refuse a license to thee people who eome
from a long distance expecting to got mar
ried, but th law says I must not and I
hav no alUrnatlv in th matter," said
Clerk Brown of the district court yesterday,

city councils hav been granting a large

saloons to open without regard to tha Moon
law, which went Inio effect July I. llmltm.

Land Assessment Low.
Reports to the executive council today
show that the value at which farm land is
assessed Is but W per cent of the price at
which It has been sold during the last year.

counties. Six year ago, when th council
last gathered auch facts, ths assessed value
was W per cent of the aale value, ahowlng
that the aale value of farm land haa gone
up enormously In six years. Th average
aaseaaed value reported thla year la but $40
an acre, while six years ago It waa $U
an acre.
Oil Teeter Explode.
An oil teatlng apparatus In tha hands of
O. K, Olsen, a atate oil inspector, exploded
In th yards of th Standard OH company'a
plant on East Twelfth street About $100,000
worth of oil was in storage in the tanka
within a few feet of the explosion. No
damage waa done except to Olsen, whose
arm was Badly burned. Manager Storer
aald today that In tha future no atate in
spectors would be permitted to make the
tests Inside the yards unless they were ex
perienced men. Olsen was formerly a Jani
tor In the office of the state auditor when
Governor B. F. Carroll was state auditor.

Oelwein. In Elgin, ' Cletmont, Hawkeye,

Booths Pay Kin.
A. Booth company, who were charged
by the state food and dairy commission
er's office during th last winter with
selling adulterated oysters, have agreed to
pay their fine, tha prosecution consenting
to cut the fine down from $100 to $15. Tha
costs, however, made the total fine $T4.M.

R. Wright haa returned from a trip east,
where he endeavored to indue th rail
roads not to raise tha. rate on butter,
eggs and poultry to Atlantto points. The
rate-making board of the roads would give
no promise beyond that they would con

will probably be taken before the Inter
state Commerce commission. Mr. Wright
