stantial total In theae later years. At the
present time tliere are 16,000 certificates
granUd by the state Insurance depart
ment, indicating that many agencies 01
several hundred companies. There are not
that many agents, of course, slnoe one
.agent often represents several companies,
' and he must have a certificate for each
corrip&oy represented. Just how many
ast'bta there are, not even the state In
nurance deputy can tell; nor can the In
surant department of the state auditor's
office tell the percentage of losses Ln Ne
braska to premiums paid. These statement
need some explanation of a peculiar con
dltltori existing In this state.
In the six years preceding 1914 the entire
receipts of the Insurance deputy's office
totaled S198.763.87. During the same time
ths salaries and running expenses of the
6ff!ce cost the state $30,540. thus leaving
a balance on the right side of the ledger
of $168,29.87. During the six years since
1908 the amount collected for the state
treasury from fees , and taxes totaled
Jjf9i847.87, while the expense was the
same, )30,640, leaving 'a balance U the state
Of $639,307.87.
Ottlce Force Inadequate.
In spite of the tremendous Increase In
Income from fees and taxes, the office
forte, has not been Increased, nor have
the salaries been boosted. The result of this
policy Is, that analytical work on .reports
Is almost totally neglected. Today there Is
plld oo tables ln the state Insurance
deputy's office hundreds of reports that
ha 5' not been examined or tabulated by
the state actuary, because of lack of time
on his part and insufficient help at the
time When the reports come In. During the
session of the legislature Mr. Wiggins, the
actuary, waa kept busy looking up infor
mation of one kind or another, or making
examinations. ' The state auditor, very
properly, perhaps, has considered the mak
lug Of examinations of companies aa of
more lmportance than the tabulating and
analysing of reports. So the reports await
the day when the state actuary shall have
the time to attend to them.
For the blonnlum ended December 1, 1908,
the receipts of tho Insurance department
of Nebraska were 1223,743.84, divided as
follows; From fees, $63,602.76; taxes from
fire Insurance companies, $23,966.43; taxes
from life' Insurance . comp.uues. $3,883.77
taxes from surety ?omjanks $s3.S2; from
1 pur cent op gross premiums, $US,6o0.13;
from 3 per.ceit tax, on surety and miscel
laneous companies. $13,761.94.. For the same
period the total expense waa.; For salaries,
$7,6SO running expense, $2,600- total, $10,180.

On November 30, 1908, the companies doing
business in this atate numbered 346. There
were five Nebraska stock companies,
nlnety-nlno stock companies of other
states, suventy-ono mutual fire companies,
forty-six legal reserve life companies, four
halt and plate glass companies, twenty-four
mutual benefit ' associations, life and
accidont ' companies; fifty-one fidelity,
casualty and surety companies; forty-six
fraternal beneficiary societies. -

the Insurance business of the United States
can best be shown by- aome statistics
printed by the Spectaitor, the New York
nsurance journal, on March 4 and 26, last.

Thla allowing may be considered tui some
what remarkable, from the fact that the
year following tho Ban Francisco fire wsia
a very bad one for the companies. Security
values almost touched bottom, affecting
disastrously the financial exhibit of a great
majority of the companies. The following
year, 1908, waa also quite unfavorable, be
cause premiums decreased while losses in
creased, but fortunately for the companlea
the values of securities Improved In a
noticeable degree.

A law to create a atate fire marshal,
with two assistants, waa passed at the re
cent session of the legislature In Ne
braska, together with a law to create the
office of fire warden In the city of Omaha.
Under the new law the governor appoints
the state warden and assistants and the
mayor will appoint the city warden when
he law takes effect July 1-at a salary of
$1,600 a year. His duties will be to see
that all ordinances of the city affecting
the matter of fire prevention are enforced
and also to Investigate the causes of fires.
He will likewise be expected to cause the
romoval of possible causes of fire, have an
oversight of the storage of combustibles
and generally watch for the preservation
of property from fire. Similar duties de
volve on the state wardens, in a larger
field.
Possible convictions for Incendiarism are
not regarded elsewhere as, the smallest
part of the duties of a fire warden. Sta
tistics from the office of the fire mar
shal ln Ohio show that the number of
convictions for Incendiarism In that atate
In the last three years exceed the num
ber convicted during the hundred years
preceding the creation of the office. In
Texas also, during the last winter, an
effort waa made to establish the office of
fire marshal because of a loss during the
last year of $7,000,000, as against not quite
$3,000,000 loss In Nebraska. '
Good Work of Wardens.
Nine states now have fiTe wardens', part
of -whose duty ln Minnesota and the coast
states Is to protect the standing timber
as well as other property.

The life insurance companies of the
country hold for the future protection of
the policy holders nearly $3,600,000,000.
Further, this vast aggregate Is well In
vested, and about every penny of it is
aiding, in one way or another, in the de
velopment of the country. The outstanding
contracts of the companies comprised In
the above table, for ordinary and industrial
Insurance, represent $14,600,011,718. Standing
p'.edged, as they do, to c.lstributa this money
as the contracts mature, the good manage
ment, and good treatment by the Btates
and the matron a government, -of thom
panles involved means very much to the
economio welfare of the nation, - because
the Interests of the companies, the policy
holders and the country-at iarge--ara all
closely Interwoven.
Colombia, Fire Insurance Company.
Tho Columbia Fire Insurance company
qf Omaha makes a notably good statement
for 1900, especially as 'it carries all its In-
wstmunts at, par value, not taking any ad
vantage of the numerous Increases made
during the year. I to assets are $1,082,632,
which puts the company ln the millionaire
class The increase in assets for the year
Is $159,612; the reinsurance reserve, $698,800,
an increase of $133,696. and the net surplus,
$169,938, also an Increase of $25,91X The net
premiums for 1908 were $621,707, an In
crease of $102,719. The Columbia has in
creased its assets from $200,000 to over
$1,000,000 ln nine years, which certainly
shows a capable management and safe un
derwriting. This company Is now licensed
to transact business ln Iowa, North and
South Dakota, Kansas and Oklahoma, be
sides Its home state, and among Insurance
men generally It Is conceded that the
Columbia has one of the finest agency or
ganizations ln the west. This company has
always been noted for Its conservative
management, its prompt settlement and
payment of losses, and the widespread
confidence it has enjoyed from the Insur
ing public. This compuny publishes and
sends out as advertisement a statement,
giving a description in detail of each real
estate owned, each block of bonds owned,
each bank in which It has a deposit and
the amount in each, enabling the stock
holders and tho public generally to Judge
as to the safety and resources of the com
pany. A recent examination made by the
insurance department of the Btate of Ne
braska discloses the following informa
tion for the public:
I know of too company that has been
more aggressive in striving for business
than the Columbia Fire, but it has kept
Its charges for agents' commissions and
management expenses well ln the limit of
safety. Its books are well planned and
correctly kept. The home office expenaes
are very reasonable, and the number of
employes are kept down to the minimum.
There are hut two salaried officers, the
secretary and assistant secretary, no salary
ever having been paid to other officer or
director. I find much to commend ln the
Some Investigators assert that fully 50
per cent of fires are Incendiary and that
a very large per cent of the rest are
caused by carelessness, some of It of a
criminal . nature. Advocates of the fire
warden system insist that specialists are
needed to cope with the problem of fire
protection and for the investigation of
suspicious conflagrations. W. S. Rogers,
the state fire marshal of Ohio, ln a paper
recently printed, says that until the ere-
atlon of the special force of detectives ln
that state court officers agreed that, per
Jury aalde, incendiarism .was the crime in
which trial was most likely- to result ln
'acquittal, for . the reason that in arson
cases there Is always difficulty ln estab
llshing the fact that a crime has been
committed.
"The Jncendiary," says Mr. Rogers, "is
bothered with no plunder which has to
be concealed or sold," whereas "the bur
glar must bother with the goods." He
says further that "the most important
result of the activities of a fire marshal
Is the deterrent effect. Knowledge that
Incendiaries are quickly pursued and usu
ally punished greatly diminishes the num
ber of crimes."

Wilton Lackaye tella the following story
of his early efforts:
"Lawrence Barrett had engaged me to
play 'another,' one of his friends, In 'Fran
cesca da Rimini.' I was engaged to play
at $26 a week and provide my own cos
tumes. That seemed easy enough, but
after we had been out six weeks Mr. Bar
rett began putting on the other plays of
his repertory, and I had to play several
parts in each, and that meant as many
changes of costume. I bought what I
could and borrowed the others. It was
about this time that he played 'Julius
Caesar.' I appeared ln four roles and got
on very well by borrowing, until the last
act. Then all the other members were on
the stage and needed their costumes as
Roman soldiers. I put on a pair of rigged
pink tights and an old white tunic that
Otis Skinner had outgrown and discarded
he waa about a head shorter than I am.
I knew I was not looking my best In them,
for I was as tall as I am now and weighed
120 pounds. But I was not prepared for
what Mr. Barrett said to me.
"When the curtain fell he beckoned to
me. I approached. 'What do you think
you are Impersonating?' he asked.
'I am trying to Impersonate a camp
follower, one who skulks after the army
and roba the dead,' I answered.
"Mr. Barrett took another long survey
of my unattractive person before he re
plied: 'You looked like a sore finger.' "

This unique distinction- Is enjoyed by the
ancient Hun Insurance office of London,
and throughout the civilized world agents
and policy holders of the venerable Insti
tution are this year celebrating the bi
centenary. The record of the Sun Insur
ance office becomes all the more remarka
ble when It is recalled that, according to
the statistics of the commercial agencies,
not more than five out of lOODnsJness en

the enterprises reckoned as successful en

eration. The old "Sun of London," as the agents
refer to the company, not only has ln the
matter of continuous existence a record
but originated most of the practices which
now underlie the vast fabric of modern
fire Insurance which, more than any other
factor, supports the commercial credit of
the world. In 1714 the Cun appointed a
bricklayer and carpenter to be the what
was then -galled a "surveyor," and this ap
pointment was the origin of the present
complicated system of inspection by which
the hazard of a risk and the rate are de
termined. The Sun also laid the foundation for the
modern local agency system when It ap
pointed, early in the Eighteenth century,
a representative at Shakespeare's home
Stratford-on-Avon JoBiah Freeman.
Modern fire departments were also orig
inated by the Sun. Early ln its history it
organized a company of what were known
as "watermen," whose duty it was to pro
tect the risks upon which the Sun had Is
sued policies.
In addition to these things the Sun also
originated many underwriting practices of
purely technical Interest
After 130 years of business confined to
England the Sun began to accept colonial
and foreign risks until at the present time
it maintains agencies in very country In
the world, where modern business methods
have penetrated. This geographical ex
pansion has been accompanied by a cor
responding financial growth. After its first
twenty years of existence the Sun had in
surance in force amounting to $50,000,000.
In 1801 this had increased to $400,000,000;
In 1890 It waa $1,826,000,000; in 1904 It was
$2,500,000,000. and at the present time the
insurance in force is close to $3,000,000,000.
