The changes In the course of debate In the frame of the tariff as reported, the breaking of party lines In the house, the differences between the two nouses of congress over Ita ultimate form and the period of delay In arriving st a conclusion of the subject offer too many and too uncertain possibilities to rncour sge any Immediate action based nit opin ions of the outcome. Such Interest as was tsken In nffalrs was not expressed by any active steps In the stock market. The troubled European situation was respon sible for some of the heavy tone at the outset. Selling orders were executed for foreign account In various Internationally listed stocks, with the result of carrying them under the closing level of Saturday here. The great financial centers on the continent show a spirit of apprehension over the outcome of the situation In the HaiKans that may not end until definite settlements sre embodied In international agreements. This Is taken Into account as one of the Influences likely to keep affairs unset tled, and which are operating to deaden the speculation In stocks. Speculators in Read ing had another disappointment In the ab sence of a decision by the supreme court In the commodities clause test case. The arrivals consisted very largely of ewes and In-between kinds of lambs. It will be remembered that at the close of last week eastern conditions as regards the mutton and sheep market was decidedly unfavorable. Reports this morning did not show any Improvement In the situation, on the contrary Chicago was reported esrly ss lower snd all other markets came dull and weak. The market at this point did not furnish any exception to the general rule. The trade opened slow and prices looked snywhere from wesk to 10c lower than last week'a close. There seemed to be a pretty fair demand for the better grsdes of killers, but anything that was strictly good was more or less neglected and hard to sell. This was especially true of the medium kind of lambs whicn buyers either did. not want at all or else wanted them considerable lower. Thus It hsppened that the trade was more or less of a drag all the morning. A pretty good kind of ewes sold up as high as $6.30, with the bulk of the sales ranging all the way from 14. 75 up to $6.10. There were no old wethers of any conse quence and no choice light yearlings. One bunch of rather weighty yearlings sold up as high as M.S6. Pretty decent western lambs brought 17.16.
