VOLUME OF DEALINGS SMALL Discouraged R rakers See Kotalagj Bat Profaand Dallaess la Im mediate Fntare Bond Mar ket Is Firm. NEW YORK, Feb. I The stock market lapsed Into apathetic conditions today af ter a demonstration of the futility of at tempts to extend the upward movement or yesterday. The demand from the shorts left uncovered after the selling of the end of last week wss early exhausted and there was no further demand In sight. Outside of the narrow professional circle of operators, both the long snd the short side of the account seemed to be without attraction. Discouraged brokers see no chance of anything but profound dullness In the im mediate future of the market. Some of the factors which Inspire this attitude of the speculation may pass away soon, but others threaten an Indefinite continuance, al though no certainty of their persisting ef fect on speculative sentiment. There was a good deal of Interest in the action of the California legislature on the bill to seg regate Jatianese children in the public schools, regarding which no news was re ceived from Sacramento during the stock market session. A fact which detracts from the influence which the sensational passages concerning Japanese relations might otherwise have Is the sustained strength of the . Japanese government bonds, the upward movement of which was resumed today In foreign markets on account of the favorable outlook for Jap anesea finances. Appreciation In market prices of these securities is not considered compatible with any serious threat to the maintenance of the friendly foreign rela tions of the Japanese government. The; action of the money market pre cluded any anxiety over the outlook In that field, such ss was suggested by the complexion of last Saturday's bank state ment. The banks have completed the re payment of the January call for govern ment deposits and the additional can ior 330.0tO.000 for February seems to cause no uneasinem, tm the running deficit In the government revenue makes a prompt re turn of funds to the channels of the cir culation. The process of building up the re serves of the bank of England Is showing its erreot in relaxing the money situation abroad. The London Statist advances the opinion that a trade revival In the Ifnlted States will readily divert gold from Lon don to New York, and gives that prospect an a reason prompting the bank of Eng land authorities to build up their reserves Meantime stock market speculation Is making no demands on New York money supplies and commercial requirements are very light. The favorable condition thus presented for new bond issues continues to be taken advantage of. There was dis cussion of further new Issues by the Mis souri Pacific and Chicago, Burlington & Qulncy, while Intimations that early ma turities of Rock Island notes might be met with cash in the treasury of the com pany had an Influence on Rock Island stocks. The quick tactics pursued by the professional element was exemplified In the prompt profit taking In Sloss-Sheffleld steel after ' the announcement of the In crease In t lie-dividend tate. Some of yes terday's ' strong stocks were sharply reac tloAary also. People's Gas furnishing the notaDie example. Reports of large orders coming In. in spite of . the halt In general Jcfirte, was the cause of the spurt In the eiectncai industrials. One of the factors counted as repressive was the progress of the nroblng of the stock exchange meth ods by the White committee appointed by Governor Hughes. Some of the reform pro jects attributed to ' this commission or to the governor' are not received with as surance by the entire rraternltv of stock operators. -The day's' business repre sented the smallest total for several months past. In consequence tne trade was considerably delayed and the market more or less of an uncertainty. Owing to the high wind and severe storm such business as was done was transacted in a hurry, everyone being anx ious to seek shelter. In spite of the severe weather and un favorable conditions the trade for beef cat tle was by no means in bud shape. In fuct buyers seemed to want a few good killing cattle and such stuff as would suit their purposes commanded good steady to stronger prices. Cows and heifers were also In good de mand and the arlcea paid looked still higher than yesterday, although as a matter, of fact the cattle did not fill as well aa usual and hence the advance was more apparent than real. Feeder buyers are never expected to do very much business In the case of a severe storm, but still tiiere was considerable in quiry for strictly good cattle this morning and the market was strong on the desir able kinds .In spite of the unfavorable weather. Karly advices from Crlcago did not look very encouraging and the feeling at this point wss only about steady. In fact the first bids were generally made on that basis and the early market was slow and late in getting started. When the trade was once underway, however. It took on more life and strength, becoming fully no hig ter and then as much as otaluo higher.
