MONEY ENOUGH FOR THE TEAR Jadament, and Water Faads Only Ones Which Appear Likely to Be In ' Distress with Good Management. The city clerk made his regular monthly statement yesterday, showing that of avail able funds amounting to $303,131.23. $63, 399.98 had been expended In the first three months of the fiscal year. A balance of $139,731.25 remains to be expended. The average expenditures of the month would, therefore, be $21,000 In round numbers. This average Is misleading for the reason that the city council found It necessary to pay up a lot of debts left over from the last administration, using the entire Judgment fund In the first month. The expenditures of the first month amounted to more than $30,000. This amount wss much reduced In the month following. The last two months might, therefore, be the best comparison of the average expenditures. This shows that $15,000 Is about the average. The funds will be ample if this average 1 maintained. No more Judgments can be paid this year, but they must be passed over to the next levy. Tho water company also has served notice on the city that no more fire hy drants will be installed for the reason that the fund will not warrant It. The voting machines, which had a special fund, have all been paid for and the fund Is therefore cancelled. Dan Miller, Alexander McDonevich and Nicholas Savich have been arrested as sus pects. It Is believed that the men, who are Austrlans, were concerned In the rob bery cf Alexander Grand's saloon at Thir tieth and Q streets. The robbery occurred Saturday or 8unday nights but was not discovered until Monday morning. The de tectives have had the Austrains under sus picion, and on visiting their rooms some of the stolen liquor. It is alleged, waa found In their possession. The booty consisted of several gallons of whisky, some rum. wine snd cigars. Since the saloon was entered, these men, It Is said, had been Intoxicated most of the time, and it was that which first drew suspicion on them. GROWING TREES FOR TIES Practical Efforts Undertaken to Meet si Pressing; Need of the Future. The unromantlc section of timber that lies Imbedded between the rails until rooted up and burned, too old for service, has as sumed a vast Importance In the estimation of practical railroad tnen, for the fores. s from which come, the trees that are cut Into ties are becoming exhausted, and the prices of this material are being advanced to such an extent that some radical stes have become absolutely necessary. The Pennsylvania railroad Is the pioneer In the departure that It Is thought will solve the problem. A large piece of farm land belonging to the company at Morrlsvllle has been set apart for a forest reservation, snd here, under the direction of the forestry depui l ment of the railroad, millions of seedling plants are being nursed into a sufficiently robust life to allow for their removsl to other lands belonging to the company, where they can be permitted to take their chance of growing to maturity. The trees selected for this plantation are Ihose which have proved to be the most desirable for railroad ties. There are acres of oak seedlings, chestnuts, catalpa plants, black locust, Scotch pine, Austrian pine, Douglas (Ir and other trees that are of the right material for cutting up Into railroad ties. Besides these trees there are a vast num ber of seedlings that have never been tried for the purpose to which it is Intended to put these trees when they reach maturity, but which might prove even superior for that purpose to the trees that have always been selected. Those seedlings are being grown for the purpose of . providing the railroad with a variety of trees so that ex periments cri be made In the fuiuie to de termine which particular tree Is actually the best for securing the all-Important rail on the company way. . It will be forty years or sj before the trees that now ure In a s.-edling state will have attained a growth sufliilont to Justify the forestry tlcpartrmnt in cutting them down for formation into railroad ties. The plan la to nurse the seedlings along at the forestry reservation until they are sufll c.eritly big to penult transplanting. The fostering care uf the forester cannot follow them further.
