He was appointed by Governor Mickey, when the Water Board was organized, because of his character as a citiien and his fitness for the position, and he has selred the City f aithfnUy and efficiently. The City is now acquiring the Water Plant and is in the midst of complicated litigation inrolTing $5,250,000, hence it is of the utmost importance to every citiien that the interest cf the City be honestly and efficiently conserved.
