The wheat market was firm all day. with the exception of a slight dip at the start. due to lower cables and to liberal de liveries on May contracts. Additional re ports of damage by drouth to the wheat crop In aouthern Europe and Kansas were chiefly responsible for the strength. The bulge In corn, however, had some effect. Ehorts and commission houses were active bidders all day and offerings at no time were excessive. The market closed urra. There were mixed opinions In Wall street as to the motives fur this sudden change of policy in the conduct of market operations. The filliig of the suit by the government against the New Haven for violation of the anti-trust law was much dwelt upon as beiielng the much heard of assumption that a truce had been arranged between the administration and the corporations and an agreement had been reached for a softening of the movements against the railroads. Much was hesrd f this talk In the recent rise In stocks and It was credited with effect on the market. An other view of the collapee waa that 11 rep resented the normal culmination of a move ment under suspicion of artificial and manipulative origin in the outset. The news conditions today were more strikingly corroborative of the claims of general Im provement, on which the rise In prices was professedly based, than at any time since It was undertaken. In spite of asser tions recently of the continued ahrlnkage of railroad traffic, a decrease in Idle car surplus waa reported by the American Railway association in tbelr statement pub lished today as of May IX the reduction In the number of Idle cars In two weeks reaching 8,!K3 cara. This represents a turn in the tide of equipment going into Idle ness since March 18. alnce which time there had been a large Increase In each two weeks' period. Apparently these favorable developmenta have not attracted as much demand for stocks aa was hoped for and aa was relied upon to digest the profits of peculators who had bought In anticipa tion. A flood of stock came from these souroes today and caused the break in the market, extending all the way to aix points In Union Pacific and St. Paul. The ex pected decrease in bank cash appear In the actual condition, but not in the aver ages, and the loan expansion serving at the aame time to Increase the reserve re quirement, there results the first decline in surplus reserve which the banks have had to report since early in February.
