HAftD PROBLEM IX CITT riACB
Reveaae" Xet l Present Beejwlre
sweats ( the City.
How to make 11 OS do the work Of ITJ
or IZ'S) Is the problem whkh Is now confronting-
the finance committee of the city
council. The committee has started work
on the appropriation ordinance, npon which
the present council must take action be
fore tsrnlng over the management of (Tie
affairs of the municipality to the new coun
c8 at tha begirding of April.
For t He fiscal year which closes March
n. there was appropriated a total of SM.714
for the ma1ntnnce of the several muni
cipal departments. The levy cf 14 mills for
U.e genera furd. out of which tha several
city departments are maintained. Is the
limit allowed by law. Oa the present val
uation tMs brings In approximately $3S,nol,
and the balance has t? be made an from
the salmtt licenses, which in the psct have
broug.'it in close cpon trvi.fwn. and from
license, police flnea. forfeitures and other
items of a more or less uncertain and un
stable character.
With the lose of the revenue from the
rambling houses and the probability of a
less number of saloons during; th coming
year, owing to the strict enforcement of
the mulct law, the finance committee Is
coo fronted with the necessity of materially
reducing the total amount of tha annual
appropriations and at the same time pro
vide for the maintenance of the various
departments of the municipal government.
The revenue- received by -the city from
police finea, forfeit urt-a, etc., up to and In
cluding the month of January averaged
about C&( a month, but in February It
dropped to STSl. and in March to S20. With
conditions as they are now the turnover
from )he police to tha city will not. It la
expected, be any month much in excess of
that for March. The amounts turned over

Councilman Fleming, chairman of tha
finanoe committee, stated yesterday ' that,
m rlew of the reduced revenue, the appro
priations would have to be cut down for
the ensuing year to about 172.003, but where
to snake tho cut waa what waa pusxllng
the committee. It Is believed them will be
a balance of about 17,0ns left over In tha
general fund at the close of this year, and
this "will help some," as Mr. Fleming pot
ft. That some reductions In the police and
fire departments will bsve to be made ap

and may bead tho delegation as the chair

It la conceded on all sides that the stand
patters wll control the state convention,
which meets Wednesday to select delegates
to the national convention and It la under
stood that the probable selection of ths
four delegateo-at-lsrge will be George D.
Perkins of Bloux City, Lafayette Toung of
Des Mo'.naa, Ernest E. Hart of Council
Bluffs and Joe R. Lane of Davenport.
There Is a bare possibility that Adams of
Dubuque, the manager of tho Allison cam
paign, may bo selected Instead of Mr. Hart,
who Is also a candidate for re-election as
national committeeman from Iowa. Tha
election of national committeeman is made
by the delegation to the national conven
tion.
Mr. Adams' candidacy has not been aa
Bounced, but It la understood that bo may
bo selected. Major John F. Lacey of the
Sixth district was a candidate for delegato-
at-large, but the BlxUl district selected him
as on of the district delegates, which takes
hint cut of the field; otherwise It : would
have beea a question between Lacey and
Lafayette Toung. Mr. Toucg mad hia an
nouncement of his candidacy for delegato-
at -large In tho columns of his paper, the
Des Moines Capital, today.
There la tome little question aa to what
win bo the attitude of the standpatters on
the tariff In next Wednesday's convention.
The terra "standpatter" la a' misnomer
when applied ba Iowa which people out of
the stat do not onderstand. It was started
because a number of tho most conspicuous
leaders of that wing of tho republican
party to which Governor Cummins does not
belong, were really and truly standpatters
on the tariff. But the faction now Includes
many persons quite as radical on the tariff
as Is Governor Cummins.
For this reason there Is some doubt as to
the temper of the delegates. Confessedly
all are for Taft, but the Taft convention
In Ohio, tho first of the. nAinth, adopted
a tariff revision plank which calls for "re
visloa of the tariff by a special session of
tho next congress."
Wliile there has been some tittle talk of
aa - unlnstrncted delegation. It is believed
that the convention next Wednesday will
Instruct for Taft, it will also pas resolu
tions endorsing the candidacy ef Allison,
and praising his service in tha United
Slates senate.
