luth and Chicago reported receipta of 81
cars, against &68 ears last wees; and lol
cars one year ago.
The corn market waa atreng for the

by local packers, which was baaei on In

by a decided cold wave, la moving down
from the northwest over the central val
leys and aero weather may be expected In
this vicinity tonight, followed by con
tinued cold Wednesday. Temperature!
range from aero to 30 below In the extreme
upper valleys this morning and SO below
Is reported In the western Canadian prov
inces. Light snows are falling In the Da
kota. Montana, Wyoming and Utah this
morning and the weather wrill probably be
unsettled in thl vicinity tonight, followed

shewn by stocks today was considered to
be due to much the same causes as yes
terday, fostering measures by large bank
ing and capital Interests against sn undue
effect from unfavorable Incidents and the
needs of an uncovered short Interest being
regarded aa prime factors In the advance.
The rise was followed with reserve by the
speculative element and an alertnens to
take profits kept the tone unsettled at
times.
Much Importance was attached to the
quarterly report of the United Slates Steel
corporation, and aa it was known tnat
the report would not be msde public until
alter tne close or tne market, so tnt no
opportunity would be offered to "perat?
In the market until tomorrow, there was
disposition to wait until then to make
commlfmenta. The action of the Cleve
land. Cincinnati. Chicago St. Louis di
rectors In reducing the dividend on their
stock from 2 to 1 per cent for the half
year had a chilling effect on sentiment.
chiefly by reason of the severe effect on
the prices of the stock Itself. The earn
ings report of the company waa published
st the Ame time and gave food for
thought In .the heavy Inroad of operating
expenses and fixed charges on the sum
available) for dividends, owing to the ap
prehension that a general tendency might

partly offset by the simultaneous Increase
in the dividend on the New York. Chicago

ful effect waa produced also by various
reports from scattered sources of resump
tion of operations by factories which have

wss modified again by contrasting re
ports of continued reduction of shop forces
by some of the large railroad system.
Estimate from official sources of the de
crease in freight car movement east of
Altoona seemed to show that the rate of
shrinkage for January was considerably
greater than In December, the December
movement showing aB.or fewer cars than
the preceding December, while preliminary
estimates of the January movement show
decrease of 60.000 car from the Jnuarv
preceding. Reports of an advance tn the
price of copper by the selling agent of
the princlpe.1 producers waa an element in
tne strength shown by the metal stocks.
Including Amalgamated Copper and Ameri
can Smelting. The supporting operations
centered largely In Reading. The decrees"
in tne borrowing demand for storks In the
loan crowd reflected the diminution In
the short Interest In the market and the
tone was affected by this as the day progressed.
Money continued almost at nominal fig
ures on call and the time loan market
was still soft and yielding, with 'little de
mand for funds of that class. The meas
ures of support for the prices reasserted
their influence after a reaction on profit-
taking and closed the market firm.
Bonds were strong; total sales, par value,

per cent on call.

LONDON, Jan. 21 Money was In better
demand on the market today a a result of
preparations for the monthly settlement.
Discounts were quiet. On the Stock ex
change cheap money, In addition to as
sisting gilt edged securities permitted the
carry-over rates for thei settlement to be
arranged on an easier basts, the charge
for American aectirttlea yielding a fixed
rate of Interest attracted Investors and this
brought a hardening? of quotations, but
home rails moved Irregular under further
profit taking. Foreigners advaaced tinder
good continental buying; Japanese bonds
were especially favored and Mexican rails
were strong and active. The American sec
tion of the market displayed much uncer
tainty on unfavorable new from Walt
street, while fears of further liquidation
kept the public away. Professional traders
supported a few specialties to above parity.
Prices dropped later, but the New York
opening came steady and a few buying
orders caused a recovery. The market fin
ished firm with a spurt of business just be
fore the cloee.

CATTLE There waa a fair run of cattle
today, about 'M cars being reported In.
The lale arrival of several trains delayed
operators so that the market as a wnole
waa slow and the forenoon was very well
advanced before buyers and sellers could
get down to business. The quality of the
receipts was about on a par with previous
days, there being quite a sprinkling of
common to pretty decent beeves and a
large allowing of cow stuff.
Beef steesa were very alow and dull all
day. It was late before the trade waa un
der way and when ll did open there wa
no snap or ltrt to lt The general maraei
could perhapa beat be deacrxwd aa alow to
10c tower, that ka pretty ekiae xo ateady on
some of the best cattle, but on the general
run of fair to medium kinds prices looked
all ot 10c lower than yesterday.
The better grades of cows and belters
such aa shippers could use were in pretty
fair demand ana were generally quuieu
active and steady. On the other band, the
medium kinds were like the medium
grade of steera, very alow, and aa a rule
saleamen were quoting thtn 10c lower.
Good feeders selling at 44 ana upwara
were in good demand, wnue ne supply
waa light and such cattle commanaea goou
steady prices. On the other hand, the com
moner and lighter cattle wer very slow

oilier market points. Advices consequent
upon the big runs wer all unfavorable to
the selling interests and indicated a sharp
decline everywhere. 1 he provision market

realising that there was no bop of main

board of managers of the Illinois reforma
tory In this city, at a session that lasted
almoat throughout last night, heard storie
from the lips of officers of the Institution
themselves of brutality and torture inflicted
upon William Hamlin, an Inmate, whose
death and the conflicting explanations
thereof has raised a storm of rriticiam.
The admissions were wrung from the of
ficer Of the institute that young Hamlin
waa chained up to the bars of the "soli
tary," his wrists held by handcuffs to a
point even with the top of his head, for
twenty-two hours the first day of hla pun
ishment and for sixteen hours the second
day. On the third evening when he waa
tied up, hia endurance rave out after flvf
hours, and after he had revived from a
faint he either tried to commit suicide or
escape.
Being chained up again he climbed up
the bars of his cell, probably while tn 11
delirium. He fainted the first day of his
torture and the third night, and for long
period during these fainting spells he
hung by his wrists, suspended from a bar
of hia cell, hla legs too limp to support his
weight.
The "cold water cure" waa applied, quart
after quart of tee water being thrown over
him to make him "quit shamming" and
once it waa poured down hla throat until
he choked. After he was Injured he waa
left lying on the concrete floor of the
"solitary" with only a blanket under L till
and another over him, hia back broken tn
three placra and Ills body paralted, all
but the arms, for twelve hours before the
reformatory physician waa called.

penitentiary from this county, lias been
given a conditional commutation of sen
tence by Governor Sheldon and from now
until April 1' he will have to live according
to the rule laid down by the governor or
go back to Lincoln.
Atkinson was sent up for three yeara
and hla time would expire April 1. 'after he
had been credited with good time. The
conditions of lils commutation are thai lie
will go to South Omaha, enter upon some
honorable employment, avoid evil associa
tion, refrain from the use of Intoxicating
liquor and remain In the state. If he does
all this April 1 he will be given uncondi
tional freedom.
