MESSAGE WITHOUT ' EITECT Addreeees of Flaaxtrlal Leaders aa Orer-Exteaslea ef Eaterprleea Chill asecalatloa Close Lowest mt Day. NEW YORK, Dec. l-Prtce were put through a remarkable aerie of fluctuation today at the Stock exchange, without any perceptible explanation for the change In the current of ths new or events. Trie movement. In fact, was rather obviously manipulative and professional. The trad ing fell Into extreme dullness after a time of this experience, which was somewhat bewildering In its effect on the minds of the room traders, who were left In a condition of weariness accurately reflected In the languid movement of the market in Its Intervals of repose. The feverish whipping up of the market and the excessive Irregularity of the fluc tuation were regarded as device to con ceal the trend of the speculative operation going on and to facilitate the accomplish ment of tha enda sought by giving the market an appearance of great breadth and animation. The aggressive bidding up of one or two stocks wa believed to be directed against Important outstanding short -interests In these stock, of whoso position their opponent seemed to have accurate knowledge. Reading and Ameri can Smelting were -conspicuous in this lass, and the course of. these two stocks dom inated the whole market for a time. The later quietness suggested the meeting of large selling orders to realize with large buying orders to cover liorts. during tha period of activity, resulting In a material reduction of the epeculativ position on both lde. The publication of the president" message was made the signal for the closing up of speculative commitments, as the various forecasts of the message had been made the basts for uch dealing In the last few days. The actual perusal of the message disclosed little material to prompt the adoption of a new market position. There was a general agreement amongst financial authorities thst the Improvement In the banking position had not proceeded far enough yet to warrant any important ex tension of credits for use In stock market operations. The recovery In the premium on the currency, which approached 2 per cent today, emphasised this view. Various requirement were reported to explain the hia-her currency premium. Th meeting of pay roll, the need of Importer In mak ing cash payment of customs and, espe cially, the persistence of demand from omo of the western and southern banks for cash, all were In evidence. The Immediate future of the United State treasury finan ce I also coming In for om serious dis cussion. It la generally understood that the treasury has met the extraordinary drain of It available cash holding In tha build ing up of deposit with the national bank by every bookkeeping expedient In the transfer of disbursing officer and other accounts aa well a by deferring outlay on appropriation wherever possible. But the postponement of uch expenditures doe not evade them. nd their payment will neces tate the replenishment of the treasury' cash balance. To draw on the deposit with the bank Just at thla time, or , tn fact before the turn of the year, would Involve condition tht would be viewed with some anxiety. The tone of public ad dressee published thla morning by financial leader of recognised information and ac cepted authority, especially on the possible extent of over-extension of enterprise yet to be rectified, had a chilling effect on some of the purely speculative enthusiasm which had been stirred up In the Stock ex change neighborhood In the last few day. Ixmdon continued to sell stocks in this market, notwithstanding the large Influx of gold holdings Into the Bank of England and the decline In the open market discount rate. The discount - rate at Berlin also receded, which development was viewed with special satisfaction In view of the weak return of the Imperial Bank of Ger many for th week and the anxiety that la felt over th Berlin position generally. Lt price of stocks, after the numerous fluctuations, wera about the lowest of the day. Bonds were Irregular. Total sales, par value. We also would urge the public to take time by the forelock and shop la comfort by shop ping early. In a short while, when there is but little time left before Christmas, everybody will hurry downtown and return on the cars loaded down with packages and bundles, and, although we will make every effort to provide adequate fa cilities to carry the crowds, we know there is bound to be severe congestion. Therefore, take advantage of this splendid weather, the un broken stocks of merchandise at the stores and the opportunity to travel in safety and comfort before the rush commences.
