RALLY COMES NEAR MIDDAY Increased Demand for f nrrenej t anses Rise In I'remlnm Kate atitl Whole Market Weakens. NEW YORK, Nov. 20. There was not the consistent weakness In the stock market today that was so conspicuous yesterday, hut the course of prices was uncertain snd fluctuating all day. Liquidation of the special kind that was In evidence yester day was suspended for a time today. The perception of this fact prompted some covering of shorts put out during the decline. Hence the midday rally In the market. Supposition ss to the source of yester day's liquidation had crystallised Into rather definite Information pointing to per sonal needs of an Individual capitalist, which divorced the operation from any suggestion of unfavorable cortsiration de velopments. The episode was taken to heart, however, ns an evidence of possible Incidents to occur from time to time with the maturity of loans to Influence capital ists, who no longer command the un limited balance of banks, and who may be. In consequence, forced to similar expedi ents to meet their obligations. There was. In fact, some recurrence of suc h liquidation late In the day. The distinctly easier ton of the call money market In the last day or two does not serve as assurance against such exigencies on the occasion ol the ma turity of time loans. The whole problem of maturities of outstanding loan obliga tions offers somewhat formidable possibili ties for speculative conjectures, especially in view of the conviction .that nearly uni versal Indulgence has been shown durtnir the period of practical paralysis of credit from which business has suffered. The ultimate outcome when the business body begins to feel the currents of life circulate again, and when, In consequence, iiquida tlon must be renewed. Is the subject of solicitude. It has been suggested that some of the occasional liquidation oT securities has come from savings banks, which have placed the allowed period on the with drawal of deposits, but to which notice of intended withdrawals will expire from time to time. The New York savings banks report, however, that a large proportion of such notices already have been revoked and that new deposits ore coming in to a large amount. Consideration was given to reports forwarded to Wall street of the condition of Illinois banks and trust com panies as of November lit, in response to the call of the state supervising olliclals. 1'he degree of reinforcement of positions shown by these reports was matter for satisfaction and was regarded us confirma tion of the contention of the New York bankers of the large fortification of the Interior banks which was being effected bv withdrawals from New York. The development of the duy which was least liked was the renewed rise in the premium on currency and the resulting signs of disorder in the foreign exchange market. The demand which lifted the cur rency premium again seemed to be quite general, coming from widely different points and not due to any special need. Discounts rose in the London market and the continued withdrawals of gold from that market seemed to he viewed with some disquietude. The impression grew that obstacles might bo found to the placing of the United States treasury otie-vear 3 per cent certificates, from which so 'much was hoped in the breaking of the deadlock, of the extent to which bonds were coming In Tor the certificates and the reports of the many questions raised by bankers concern ing the terms and the privileges of the Issue fostered the Impression of lack of smoothness in placing It. The postponement of dividend action on Atlantic Coast Lino caused some Kpeclnl weakness In the southern group. The call ing of loan by the banks, which ran the call oat) rate up to is per cent, was at .V. .1 1" ",ome wu art era to preparations 1. 1 'ullk8 for subscriptions to th. l nited States treasury certificates.
