ing that the council committee was In the
habit of sending for the engineer when

the Monday afternoon when this matter
was considered the engineer was In his

dored, so that when suld streets are' graded
afterward, or paved, the walks do not com
ply with, the permanent grade ucause they
were only ordered and luld to temporary
grade. .

seen or mingled with the contracting par
ties, tbat I havo discriminated? The fact

contract to Mr. Jensen for a section of
California street sewer when be was a low
bidder and Mr. Connelly waa high bidder.
At that time Mr. Connelly thought I dis
criminated against him. In that case, aa

Omaba as against anyone else."
