The people of Council Bluffs by a de
cisive vote yesterday demonstrated that
they did not approve of the proposition to
extend, the, franchise of the water works
company for another twenty-five years
under the existing conditions. The pro
posed new charter was defeated by 1110
to 71. the majority against the proposition
being 1.311
In but one precinct the First of the
Fourth ward, did the charter carry, and
there only by 21 votes. In every other
precinct the opposition carried the day
hands down.

Comment on Reaalt.
The result of the special election was not
unexpected, as an exceedingly vigorous cam
paign had been waged against the proposed
franchise for several weeks. The defeat of
the proposed charter. It Is generslly con
ceded, was due to the new schedule of
water rates rassed by the city council,
people generally taking exception to the
minimum meter rate.

appointed at the outcome. He was not pre
pared to make any detailed statement Inst
right, merely saying: "I know nothing of
politics and have no explanation to" offer
for our defeat. I regret that the voters
have denied us the right to use small
unoccupied space under the surface of the
streets."
George S. Wright, attorney for the ws.ter
works company, when seen last night after
the reeuk of the vote was known, said: "It
was the quietest election I have ever taltrn
part In and was a fair contest between the
business Interests of Council Bluffs and the
political Interests of a few office seekers.
The small property owners have been de
ceived by platitudes and promises which
they will find to their sorrow cannot ar-d
will not be fulfilled. About half the normal
vote was out What we call the floating
, vote am not come to or hang around tho
polls. The water works company refused
to allow one dollar to be spent for other
I than legitimate purposes. We have no ex-
I cuses to offer nor spologies to make."
Councilman Wallace contented himself by
saying when asked for an expression of
opinion: ii was tne win or the people,
that's all."
The election was a very Quiet one. but
both sides worked hard to bring the voters
out. The total vote cast was 2,908, not
counting about eighty-five ballots which
were spoiled by being marked wrong. At
the special election at which the Independ
ent Telephone company's franchise was up
to the voters there were 2.809 rotes cast,
1.755 being for the franchise and 99 against,
with ninety-two defective ballots.
RETAILERS TO TAKE A DAY OFF

Stores.
Tomorrow will be practically a holiday
in Council Bluffs. Thlej Is the day the
Retail Grocers' and Butchers' association
holds Its annual picnic and outing at Wal
nut Grove, near the east end of the 1111.
nols Central bridge. All of the big stores
have arranged to close all day and every
butcher and grocer who Is a member of
the association will do likewise. Many of
the stores will close at noon so that their
employes can attend the picnic In tba alt
ernoon. The street railway company has made
arrangements for a four-minute service and
cars will be run direct to the picnic
grounds. No Intoxicating liquors will be
permitted" to be sold on the grounds and
all objectionable features will be eliminated.
The merchants of the city have donated
many valuable prlxes for the big program
of sports.

yesterday In the league room of the Grand
hotel. The meeting as usual was behind
carefully gjsrdrd, closed doors, and no In
formation of the purpose of the special
session was given out. "There Is nothing
of Interest to tbe public to be given out.
TTie meeting was for the purpose of dis
cussing trade eondltlons, and In fact, the
extreme hest brought the meeting to an
abrupt close before we had time to take
up many of the matters which we In
tended discussing." stated Secretary John
Melhop, as he and a number of the mem
bers of the association left the hotel to

Tsraads Strikes Clear Lake.
CLEAR LAKE, la.. Aug. ;.-8peclal
Telegram.) A tornado passed over the
town of Clear Lake. Many dwellings were
damaged, trees and wires are down and
there were many narrow escapes. A few
minor Injuries, but no fatalities are re
ported. MASON CITT. la., Aug. T.-Clear Ike,
Hanlontown and Lake Mills were visited by
a tornado at 6 o'clock this evening, doing
much damage. Reports from Hanlontown
and Lake Mills are meagre, as sll wires
are down. Many bams and farm houses
were destroyed. One person was killed and
several injured at Hanlontown. At Clear
Lake the daughter of O. E. Rice Was
probably fatally hurt by flying boards
of the cottage which was blown to pieces.
The residences of L, O. Verney and F.
L. Rogers were destroyed. Park trees wera
leveled and shipping sent to ths bottom
ef ths lake. There were three distinct tor
nadoes, all coming from the northeast

Walter A. Murphy, superintendent of tha
Carbaras-Uoone Traction company, and a
prominent electrics 1 man, this sfternoon
was electrocuted. He grasped the handla
of the car controller, then took hold of
pinchers and reached up to clip off tha
end of a hanging wire. The wire was a
live one. Murphy dropped dead. Ills wife
was visiting at Fort Collins, Colo. His
daughter was living with a wealthy aunt
at WaahlnKtun, IX C, attending swhoel.

Here, the Judge ordered the county to re

once gave notice of appeal and the case

centlv. however there has been some dif
ference of opinion between the board and;
county attornty. and that body haa refused
to allow the county attorney any mnnev to
employ help to peif.-ct the appeal. He Is
now endeavoring to compromise the rases.
A feature of the case that will have much
