NEW TORK. Aug 1 The discourage
ment of the professional traders over the
abannce of butslde Interest In stocks re
sulted today In a condition bordering on
atagnation. Trading was practically Idle
at tlmea and the professionals finding no
satisfaction In scalping profit from each
Other, desisted from operatlona. There waa
ho other noticeable operatlona outalde of
thla claaa.
The forecast of the week's currency
movement gave warning of the unfavorable
Xactore at work In the money situation.
Yesterday s heavy credit balance of the
ubtreasury at the clearing house on ac
count of the Central Pacific note payment
to the government extended the week'e losa
of the banks to the government of 3.SS1,0C0.
Thla Includes the gold shipment to France
on Tueaday, for which payment waa made
at the subtreaaury, but not the outgo to
Canada, which amounted to nearly 11.00".
CO. The reeourcea of the Lnlted States
treaaury for relieving a possible money
stringency this fall ws brought to atten
tion by the monthly circular X the
National City bank, which concludes that
a working balance of t2R.Ou0.ori0 to ti,ut0
In the treaaury haa been demonstrated to
be ample, thus leaving t-0.0u0,ooo to 146,000,
000 available for deposit with the banks In
the present condition of the treasury.
August and September are months of large
Surplus revenue collections, however, and
thla will Increase the power of the treas
ury to Influence the position. Foreign ex
change here continued to decline, however,
In spite of a rather easier tone in the call
loan market, and firmness In London and
Berlin discounts. The feature In the time
loan market la the special urgency of the
demand for the elx months period, which
now carries over the first month Into the
new year. The quoted rate waa to 6H
per cent on-this maturity. The government
report of the condition of cotton was araln
a dlaagreeable surprise, the Improvement
during July having proved much leas than
w-aa anticipated In the trade. The fact
that aome of the cotton carriers advanced
on the report waa attributed to the likeli
hood that short sellers In anticipation of
the poor report were buying to cover. Re
ports of grain crop conditions also were
rather unfavorable, low temperatures In
the northwest calling attention to the Im
portance of delayed frosts for a crop that
is late. The probable dimensions of the
fines to be Imposed on the Standard OH
company by Judge Landls tomorrow
formed a subject for discussion aa It waa
feared the making of the penalties severe
would have an unfavorable effect on value.
Copper waa lower again, both In London
and at the New York Metal exchange.
Not much waa accomplished by the day'e
operatlona In stocks. The rise of the early
part of the day waa about all lost at one
time and then recovered In the last half
hour on acanty dealings.
