"A portion of these rates ar Inter state and some com under the jurisdic tion of th State Railway Commission. All the creamery companies In Omaha are affected In both, way, as their business 1 both interstate and In the state. Th present r.tes were put into effect about ten year ago and they were called on the railroad tariff sheet at that time and now milk and cream rates. This classification was made on their own mo tion by the railroads and taken advantage of by the creamery companies according to their ability. Th rate were always open for any one to tise them. The rates were not In all cases uniform, some be ing less on on road than another for like distance and service. Sew Factor In Rastnes. "The hand separator as a factor In the cream business was not operative until 1900, the power separator being In use from 1885 to 1900. Under the power separator system the amount of cream shipped wa 40 per cent when the creameries were separating and under the hand separator system from 1900 to the present time, when the farmer are doing the separating, the amount av erage $3 per cent. "The contention of the railroads that the tariffs provided for th shipment ot milk and not cream I not borne out by facta. The cars tn which the cream I hauled ar labeled creamery cars. The volume of th business has Increased tenfold In the last few years, and It Is surely more remunera tive now than then. Milk has never been in local territory a factor under these tar iffs, but ha always been cream and the railroads have known It. "The object of the "proceedings before the Interstate Commerce commission is to re sist the increase In rate asked for and since the railroads have united to Increase the raise tt requires organization to resist th increase and to secure relief. Th special cream tariffs established by the different roads has tended to build up two or three large creamery centers and shut out th smaller fry. Th distance tariffs will tend to distribute creameries In different parts of th state." Vnder the existing system creamery cen ters have been built up at Omaha, Lincoln and Fairmont until they are the largest butter-producing centers in the world. The business Is enormous and the Burlington has to put a special creamery car onto nearly every passenger train running Into theae centers.
