Mahoney went on the stand for the defense and testified to the reputation of Dennlson prior to the publication of the alleged libel. Mra. Eva Bchwarta was the first witness at the afternoon session. Bhe testified she waa working in a restaurant In Logan, la., while Shercilff was there, and one evening Shercllff told her he himself had brought the Pollock diamonds to Omaha. He sa'd the only time he waa ever scared was when he was carrying the diamonds across the river from Council Bluffs to Omaha. He also told her, she said, he had given on of the gums to a girl In Portland, Ore. Another Important witness In rebuttal was M. P. Hooker, formerly of Salt Lako City. Shercllff roomed at Hooker's house and, according to the evidence, In 1892 and 1893, about the time of one of the Shercllff robberiea took place, Shercllff gave him, In Installments, 16.200 to keep for him. David Tonge, a tailor, at whose shop, on Ninth street, BhercllfT, according to his evidence, was supposed to have had made a canvass bag to be used as a sandbag with which to slug Pollock, went on the stand and denied he ever made such a bag. PETERSBURG,'- April .-The bill providing for Polish automony Introduced In the lower house or .Parllnment by the Polish delegation, is being opposed by the constitutional democrats. An article In the Rech criticises the project as based on the principle of federation. Instead of pro vincial automy snd says It has no chance for adoption In Ita present form. The project establishes for Poland a separate diet and an administration headed by a viceroy, a Judicial system, an Independent treasury and a budget. The competence of the diet would extend to all legislation affecting Poland not specifically reserved to the central government, among the reser vations being the emperor'a civil list, the orthodox church, the army, and navy strategic railways, military service, the currency, customs and excise duties, and the criminal code ao far as treason and revolution, ar concerned. Thellet would be convened, prorogued and dissolved by the emperor, would sit annually for at least three months and Its decision swould be presented to the emperor through a Polish secretary of state who would have a seat In the council of ministers. Viceroy of Polish Birth. The ,blll also provides that the first diet would be elected by universal, direct, equal and secret ballot; establishes the relations between the diet and the viceroy, who must be of Polish birth, and outlines the judicial system, method of local self-government, etc. The Polish treasury would collect all the revenues In the government of Poland and bear a proportionate share of the civil list and In the payment of the Interest on the national debt, except the 'expenditures on railways outside of Poland. The proportions to be paid by Poland of the expenses of the national leg islature, cabinet and the army and navy would be fixed on the basis of the decen nial censu sof the empire. Poland would retain representation In the lower house of Parliament and questions of competence of the Polish diet would be decided by a Joint commission of member of the lower house of Parliament. The Rech points out that the adoption of the bill would entail the dissolution of Parliament and international complica tions. Opposition to the Polish desires had been expected from the conservative's, but not from the constitutional democrats, who several times have Included the autonomy of Poland In their program.
