The tone was equally lacking In speculative Initiative, and the sluggish and wavering price movement throughout the session gave evidence of the same languid Interests. Disposition either to buy or to sell seemed entirely lacking. Events are still wanting to do fine the probable future and apecuiatlve opinion, therefore, la uninformed aa to which direction the mbvement will take when It emerges from Its present lethargy. The bidding up of prices which occurred Just before the closing yesterday, aeems to have been founded on a aupposltlon that the favorable features of the British budget Statement, which was presented to Parlia ment yesterday, would prompt a strong tone In the London market today. That market took advantage of the budget fac tor, however, to effect some realizing. The consequence was some reaction here from the late rise of yesterday. Prices drifted afterwards quite aimlessly. The London market had the advantage of falling dis count rates, but offerings of new gov ernment issues forestalled demand for ptnor securities.
