various times. Thunder will be heard and

Colonel Welsh, havln made this sibyl
line utterance, smiled benignly upon th
Interviewer and continued:
"Seriously speaking, long range fore
casts are not in my line. In fact, none of
them Is reliable In the least. There aro
several men In the United States who make
a good living out of gullible people who
swallow the dope prepared for them In th
shape of forecasts for a year ahead.
'HowMs It done? It Is done with th
statistic of the weather bureau and th
aid of a Jim Crow astronomer. The Ions;
range boy finds the planets to be In tha
same position this ysar as they were a
number of years ago. Ho merely reprint
th weather condition for that former
year and makes them his forecast for the
present year. Under this system one cart
as well make a 'forecast' 1,000 years ahead.
Only True System.
"Now, the government system Is th
only true system, Thb people who know
about things rely upon me and my fore
casts. I strike It right about nine times
out of ten. The weather is a very fickle
thing and it may depart from al) rulea at
tho last moment and then the people, tha
Ignorant people, give me the laugh. Why,
here recently when I predicted rain or
snow and we had that hot weather I never
heard the last of It. My prediction was all
right, but nature made a peculiar divaga
tion from Ita usual course and the people
laughed at me.v They should have laughed
at ratur.
"I tell you there's no class of people think
they know so much about the weather a
those who know nothing of It. Why,
there are thousands of people who think I
come down here In the morning, look at
the thermometer and barometer, open the
window and sniff at the air and them mak
a guess. But it's nothing of the kind. It's
all a system, and once the map la mad
out anyone can make the forecast.
"A large number of bulness houses of
Omaha rely on dally predictions. The big
gest houses here call up every day to
lea'n what the outlook Is. They know It
dollar In their pockets. I am the arbiter

Breaker of Records.
The records of Colonel Welsh's office ahow
that the year 1907 has so far broken sev
eral lecords. For example, March broka
the record for high temperatures, when on
the 25th the mercury regiatered 91 degrees.
March showed an extremely small rainfall,
the smallest In thirty-six years. It wa
only .29 Inch. The avernge for th month
Is 1.38 Inchea.
The temperature for January and Feb
ruary was higher than the average, whlla
the average dally temperature for the firt
fourteen days of April - Is three degree
lower than usual.
The rainfall for the first three months of
the year Bhows a deficiency of a little
more than half an Inch. But, Colonel
Welsh points out, It 1 the time of rainfall
rather than the amount that counts in
reckoning the condition of the ground for
crop. If three Inches of ra'n falls In March,
on frozen ground snd runs off, not as much
good Is doners If a half Inch falls In May,
when It can sink Into th soil.
Matador Mangled by Roll.
EL PASO, Tex.. April 14. In the bull
fight at Guarez tonight, El Cuaco, one of
the matadors, was badly mangled and prob
ably fatally Injured by the last bull which
he was attempting to kill, and five horses
were killed by the hulls, the picadors all
being more or less Injured. More than 6,000
persons witnessed the fight and many wo
men fainted when tha matador waa torn
by the bull.
