to the United States senate to fill a va
cancy before he bad reached the constitu
tional age of 30 prescribed for a senator.

COLUMBIA, 8. CT, March l.-The South
Carolina Btate dispensary, the govern
mental monopoly of th whisky t raffle. In
troduced fourteen years ago by Governor
B. R. Tillman, ha been abolished. The
system la to be succeeded by local option
a between county dispensaries and pro
hibition. This week, which I th transi
tion period, prohibition prevails throughout
the state. By proclamation of Governor
Ansel the mnln state dispensary, with a
stock of I7SO.O0O, eighty odd aubdispenaarles
and sixty odd beer dispensaries were closed.
Th proclamation cam unexpectedly, and
as there were "private stocks" In but few
homes, th dryness of the state Is of a
kind not familiar In ordinary prohibition
communities. Not ft drug store In South
Carolina ha a pint of whisky, and the
usual "blind tiger' were unprepared.
How th Hew Law Works.
Under the local option law, ' known as
the Carey-Cothran law. those counties in
which the state dispensaries had sub-
dlspensarles will continue the sale of liquor
until the next general election. But the
management of the dispensaries ' will lie
exclusively In a county board of three, one
member being chosen by' the mayor or
mayor of ths town or towns tn the county
III which a dispensary Is located, one se
lected by the school board and one by the
legislative delegation. This' board Is to
take over whatever liquor It wishes from
th state dispensary and continue the busi
ness. The county dispensaries have no cap.

The profits are- divided between the muni
cipality, the county and the school fund.
When the county boards begin buying
new stock they are required to advertise
for bids for the grades and kinds of liquor
required. These bids are to be sent, sealed,
to the treasurer of the county, and are at
a specified time opened ln public by the
board and the contracts awarded. Every
quarter the board must publish In county
newspapers their purchases, with names
of dealers, quantity and price. No liquor
can be bought from any dealer who main
tains an agency In this stats or who solicits
custom in any otner manner than pre
scribed by law.
Member of the county hoards, ns well
as th dispenser whom they appoint, are
heavily bonded, and It Is made a serious
offense for any official to receive a present
of sny character from a liquor agent or
dealer or to "push" any particular brand
of "goods" In the dispensaries. It Is hoped
by these precautions to eliminate most of
the opportuntles for graft, the graft that
brought th state dispensary system Into
such evil notoriety.
Stork Rxreeda Legal limits.
A week before the abolition of the dial
penary th governor, acting on th recom
mendation of the legislature, which In turn
acted on a report of a special committee,
removed from office the board of dispen
sary directors. It was found by the legis
lative, committee that, while the stock In
th state dispensary was limited to $400,000.
the dlreotors had on hand 1760,000 worth of
liquor, besides having large stocks In the
ubdlspcnsarlea. It waa also ascertained
that In the preceding six weeks The pur-
onases amounted to fSQO.OflO. Much of this
wa bought In violation of law, which pro
vided that sealed bids be submitted and the
orders given without th director knowing
me names of bidders. The legislative com
mlttee developed that one director visited
distiller In Illinois and made one purchase
without bids being submitted of 113.000.
An expert estimated that the state was
overcharged from 126.000 to $28,000 on this
one deal. In view of thl revelation all the
directors were removed and nroaecutlnn
will probably, follow, a It was recom
mended by the legislature. Perhaps $250,000
is due by the state for liquor recently pur
chased. This will not be paid until Investi
gation proves that dealers were not In a
conspiracy with the directors to overcharge
for whisky, and so be able to pay tremen
dous rebate as bonus for th order re
ceived.

The downfall of the dispensary is not due
to rooent developments. The legislature
that overthrew It wa elected fter a
straight fight on the issue before the Irreg
ularity and Illegal conduct of the last
board was known. It is th culmination
of a twlve year' fight, a fight that waa at
one .time supported by not more than 15
per cent of the people, and which was
finally sustained by 70 per cent. For a
doien years there has been more or less
general belief In and Indefinite charges of
corruption In th dispensary. As a result
of a year of legislative Investigation th
board of directors that preceded that which
has Just been removed wa defeated for
re-election by the general asssmbly and
the governor ordered the attorney general
to prosecute, but the evidence of corrup
tion was not of such character that a case
could be legally founded.
Tet It IS conceded that through a system
of permitting dealers to overcharge for
liquor, tbr difference being pocketed by
dispensary officials In the form of "re
bates," ths state may have lost $300,000 a
ysar for tm years. It was shown that
$38,000 waa paid for on order for label
