Other factors giving mild encouragement
in tne Duns were moderate receipts In the
northwest and official forecast for cold
whether for the southwest and an estl-
mated decrease in this week's shipments
from Argentina. Those Influences were
offset by small clearances at the seaboard
and an Increase In stocks of wheat at
Minneapolis. The market closed steady.
May wheat opened Ho higher at 77Ho, sold
between 77Ho and 77c and closed at 77Sc.
Clearances of wheat and .flour were equal
to 72,000 bu. Primary receipts were 689.UU0
bu., against 600,000 bu. for the same day
1 last year. Minneapolis. Duluth and Chicago
reported receipts of 400 oars, against StH"
1 cars last week, and 473 cars one year ago.

higher at 4744c sold off to 7S4e, and then
advanced to tho. Closing quotations were
at 47U447S3. Local receipts were 2b cars,
A with It of contract grade.
ThO Drlc of oats declined soon after tha
opening or tne market on selling by pit
traders, but the loss was soon recovered
and prices held firm for tke remainder of
the day. Trading Is drifting gradually to
ward tha July option because of the con
gested condition of the May delivery. Com
mission houses with northwest Connections
were the principal buyers. May opened
e higher at 43420, sold between 411o and
!S)C and closed at 4242Ho. Local re
ceipts were 86 ears.
Provisions were firm for the greater part
of the day on a lively demand from ahorta
and local packers. The shortage In hog
racking was the source of the strength.
The market eased off late In the day on
realising sales. The close was steady.

NEW YORK, Feb. R.-There waa a
abrupt a reversal of sontlment from that of
yesterday In the stock market today as
there was on Tuesday from that of Mon
day. Today's recoveries placed prices quite
generally on a level with the beet price"
touched In the recovery on Tuesday.
Today's recovery was as little accounted
for by any new developments as have been
the other movements of the week. Several
Items of news that might have received a
discouraging Interpretation were Ignored.
An Important part would be allowed nat
urally to the covering operations of the
bears In working a rally after so consid
erable a decline as has occurred. There
was besides, an appearance of support for
the market and of accumulation for Im
portant accounts which determined the
Dears In buying to cover their ehorts.
Borne influence wa attributed to the ad
journment of the Interstate Commerce corn
ml nl on hearing In thle city. But opinions
In the Wall street district of the bad ef
fects on securities threatened aa a result
of that hearing were not altered but rather
were emphaalied by the later phaaes of the
Investigation. It Is therefore believed to
be impossible that the widespread publicity
rivrn to the hearing ehall not awaken some
distrust and dissatisfaction on the part of
Investors and ordinary holders of securities
with methods In use amongnt the high
financial powers revealed with the proerreas
of the inquiry. Commission houaes profess
a conviction that the public cannot be in
duced to buy stocks while these revelations
are fresh In mind. It Is feared alto that
chancea of enlisting forelc-n capital laauea
of American securities would be decidedly
Impaired by the dletruet aroused by the
reaulta of the Investigation. Reports were
published of a widespread strike threatened
amongat railroad employes In the west and
northwest, but this seems to bo Ignored.
Importance was given the highly favorable
reports from the Iron and steel trade and
the great confidence expressed by authori
ties In that trade of the soundness of the
conditions existing. The head of the United
States Bteel corporation affirmed that new
orders were In excess of those coming In
at this time last year, although showing
some recession from the last quarter's
average. This sustained condition In that
trade Is calculated to go far In quieting
tne apprenensions or a contraction in gen
I era-l business, owing to the great reliance
I placed on the Iron trade as an Index of
business conditions as a whole.
Money was firmer today, both on call and
on time. There was supposed to be some
caning or loans going on In preparation
for the March settlements, which will be
unusually large. The Bank of England's
weekly return Indicated that It Is still In
control of the London money market and
determined to hold the monev rate up as a
protection against foreign demands. Dis
counts were easier In Berlin. The Bank of
France return was a weak one, but sterling
exchange at Paris rose. The profit-taking
in urn nnm nour was wen aDsorhed and the
market closed strong and active.
Bonds were Irregular. Total soles, par
value. 81.152.000. United States Is coupon
declined H while the 3s registered advanced
H per cent on call.

and rates were firm. Discount were in
clined to harden. On the Stock exchange
the settlement was considered satisfactory
and the tons remained cheerful, but bual.

gilt-edged securities hardened fractionally
on moderate Investment- purchases, while
home rails attracted more attention and
advanced considerably. Americans ruled
dull during the forenoon, with only a par
tial recovery from the parity setback, the

tions. In the afternoon the New York ad
vances caunod a sharp upward movement
and then pricea, led by Union Pacific, ba
re ma erratic, but the market closed Arm,
with stocks at the best quotations of the

Beers continued active and strong. Japa

HOGS When the market opened only
about half tha estimated receipts wore In
sight, oi.ly about seventy odd loads being
on sale. Opening prices were no more than
steady, but the amount of trading on that
basis was umiiea. ' values gradually
strengthened up until the market became
active and fully 6c higher. The early re
ceipts soon changed hands and then it be
came a question of waiting for late trains.

SHEEP Receipts of sheep were light
gain this morning and, as was the oase
yesterday when the market opened, less
than half the reported number of cars
were In sight. In other words, there were
only six or seven fresh cars on sale In the
morning. There was a good, active de
mand for anything at all desirable and
Practically everything in sight changed
hands at an early hour. The prices paid
did not show any material change as com
pared with yesterday. The whole trade
might be summed up as a good steady and
active market. There wss nothing very
choice among the early receipts, so that
sales do not show up very good on paper.
There were, however, a few ewes good
enough to bring 86.25.

of Sir Howard Vincent, conservative, on
the subject of the salary and perquisites
of the new British ambassador at Washing
ton, was supplemented In tha House of
Commons today by Mr. Llddell, who wanted
to know whether Ambassador Bryoa would
be compelled to retire on reaching tha sge
limit In May, 1808, and whether ha would
recelva a pension for his fifteen month'
servloe.
' Foreign Secretary Orey In replying said
the premier would recommend to tha king
tha retention of the ambassador's services
after the age of 70, If It was in tha Interest
of the publlo service to do so. No am
bassador, however, was entitled to) a dip

alarm created by the increase of crime In
Francs was echoed In the Chamber of Dep
uties today by an interpellation of tha gov- ,
ernment upon the Insecurity of life and
property In Paris and In the country. '
Along the Belgian frontier a regular gang '
of bandits has been robbing and murdering
for two years and their depredations con
tinue In spite of the fact that the police
early In February suoceeded In arresting
the ringleaders.
During the two years this gang committed
thousands of robberies and murders. THa
streets of Paris, especially In the Mont
marte district, are terrorised by "Apaches,"
as they are termed, and are no longer safe
for pedestrians. The newspapers for weeks
past have been filled dally with stories of
robberies and assassinations, tha victim
being struck down with knives.
M. Cochin, liberal. In the chamber today
declared that In many sections ot the coun
try the gendarmerie were unable to cope
with the brigands and the Inhabitants were -arming
