Charges filed by the Clvio Federation against Chief of Police Donahue were dis missed Monday afternoon by the Board of Tire and Police OommUsl oners, on the S rounds that the chief issued hla orders to his department on a misunderstanding, that be rescinded those orders and was bow seeing that the Sunday saloon closing law was being enforced. Com missioner Bpratlen maintained that from a legal standpoint the chief's charges could not be const rued as Implying that the chief ad ordered a violation of the law, as the mere permitting of saloon doors to be open on Sunday need not necessarily mean that liquor wae sold. Attorney Thomas said he would let his case stand on the written admission of Chief of Police Donahue that the'' chief acknowledged he labored under a mistake In issuing his ordere and had rescinded them and would see the 'laws were enforced In the future. Mayor Dahlman said he understood the police should be used for what the people paid them for. but did not go into details as to what the people paid the police de partment for. The old question of "good faith" on the party of the federation was brought up be tween Commissioner Bpratlen and resented by Mr. Thomas with some show of spirit. The board still maintained It had no execu tive authority and was not sworn to see the statutes were enforced. Commissioner J. W. Thomas was absent. An inordinate desire to give' presents to his mother and his tittle brothers and sis ters waa the undoing of Carl. Carl Is an Intelligent looking boy of IS years and was before the Juvenile court Monday morning. His father was there, too, and said Carl was a very good boy, that he was In dustrious and worked on a farm In the summer. The family now lives In Omaha, but lived In Iowa prior to moving here. There Carl took second prise for scholar ship of all the pupils In the publlo schools of the county. When the family came to Omaha Carl se cured a position in a big store. He rose with remarkable rapidity from cash boy to a place in the stock room. Ills wages were raised twice in a few weeks. Then he began bringing presents home. He said he had found them and In some cases that they had been given to him, being slightly damaged. It was his kind heart that prompted him to crime. He never brought anything for himself, but always fjor his mother or brothers or sister. Then the store's detectives found out about It and his arrest followed. Mayor Dahlman has vetoed a concurrent resolution adopted last Tuesday evening by the city council, directing the city at torney to proceed against Lee Qiier, former clerk of the polios court, and his bonds men for an alleged shortage of $3,173.84, and to confer with County Attorney Kngllih In the matter of criminal action. The reso lution will be presented to the council Tues day evening and, members believe, un doubtedly will be adopted, the mayor's action notwithstanding. The mayor contends and has contended all along that the check made by Comp troller Lobeck In the police court matter would not prove convincing to a jury, should the case be brought to trial, On the other hand, the council majority la with the comptroller, who is ready to back up his checking In court. It waa the mayor's plan when he recom mended the employment of an expert ac countant at a rate of $7.50 per day to have that person check up all the city accounts. but the accountant's services were dis pensed with by the council without consulting Mayor Jim. Accountant Gil christ checked up part of the treasury de partment and had something of a con troversy with the comptroller over the ac counting system applied by Mr, Lobeck. Holier Skato Raeea.
