DEFECTIVE VISION AND CRIME
Conclusions Draws from Observattea
of Inmates of a State Re
formatory, Four hundred Inmates of the Elm Ira (N.
Y.) state reformatory have been fdund by
the ophthalmologic of that institution to
possess some defect of vision. Only tha
most glaring defects were brought out,
under the conditions imposed by the state,
and such errors as a difference in the
vision of both eyes were Ignored. In a.,
recent Issue of the Buffalo Medical .UA.rnal
Dr. George M. Gould of Philadelphia points
out tho handicap under which these young
criminals are laboring when they attempt
almost any work of civilization, and con
tends that, Instead of punishing them, they
should be given accurate and sclentlfla
glasses, to enable them to make their liv
ing. He says:
"The state, In its infinite stupidity, doubly
punishes them both by Imprisonment and
by Improper glasses. Such is governmental
wisdom. put upon 108 out of any
400 moral and well raised boys of 12 years
of ago spectacles which would correct tho
ametropia (abnormal refraction of the eye)
of any one of these 1U8 boys of the reform
atory, and they will get Into either the re
formatory, a hospital, or their graves
within a few years."
Dr. Gould also states emphatically that If
legislators or officers of the government
were treated in a similar manner "there
would bo different laws enacted, at the next
legislative sessions, and the administrators
would see that they were executed." He
charges the state with "amazing blunder
ing" and says that the state will not only
not pay the oculist, but It will not let him
do his work scientifically; It will not buy
the glasses, and It will not take care tm

cian. The author asserts that It would be a
money making business If a private oculist
and optician would lake the job of reducing;
the state appropriations for criminal Insti
tutions 50 or 75 per cent, and Insist that
this could be easily done by preventing?

the stnte doea, or rather neglects to do,
was brought out by an Inquiry which Dr.
Case, ophthalmologist of the Elmira, re
formatory, directed to 1:3 penal Intuitu
tlons. Dr. Case asked If visual scuteness
was tested when the boy or prisoner wag
received; what the results were; whether
glasses were prescribed; the effect on con
duct, etc.; whether oculists were employed;
whether appropriations were made for such
work, ami so on. Sixty-three institutions
failed to answer; of those who did reply, 63
per cent had no oculist and Only 6 per cent
even hud an optician. Moreover, It came
i out that only 16 per cent bad any appro-

some of these institutions, Ir. Case avers,
