TIICAGO, Nov. 19. Covering" by shorts, who were discouraged by the coraparatlvj anuillne In the visible supply, caused strength In the local wheat market today during- tho last hour of trading. An tho close wheat for Iecember delivery was up Wc. Corn was off toe Oats were Hitrb lower. Provisions were 2Vc to 17V4C higher. 1-rtirlng the early part of the day the wheat market was week because of realis ing sales In Iecember and a decline of over Vo In the price of December at Minneapo lis. News of the day was bullish. Liver pool cables wore stoady, despite the weak ness of the local market Saturday, and tho amount of breadstuff on ocean passage de creased 1,M0,0ii0 bushels, compared with an increase of 120,000 bushels for the corre sponding time last year. When the visible ut!ly figures, which showed an Increase, of i3.ono bushels, were given out, sentiment in mw wur-M-t pit inuinty i-iiarigt-u. mviu bidding by shorts forced prices up nearly lc from the low point. At the corresponding lime laal year the available stocks showed an IncreajHi of mora than 2,000,009, and the Hniullneaa of today's Increase was a sur prise to the majority of traders. The situ ation In the northwest woe still favorahlo to the bulls, receipts being leas than for the corresponding time a-year ago and the weather unfavorable for the moveinenU.The market closed strong, wlrh price near the highest point of the day. December opened tint-hanged, at 73S4C, sold off to 730, and lnn r.ovanrod to 74c. The close wns at 7:i(B4c. Clearances of wheat and Hour were equal to VStt.300 bushels. Primary re ceipts were 1.2A4.Ui0 bushels, aralnst 1.574.00O bushels for the corresponding time one year u.uo. MLniibapolls, Duluth and ChlOHgo re ported receipt of 46 cars, ugulnMt cars last week and 1XT curs a year ago. The corn market was quler and a trifle casir. Cash houses were seller of Decem ber and elevator Interests dispose"! of the May option In fair ruannltlea. buying was scattered and cam chiefly from commission houses. The approach of cold wether was movement of new corn to market. The regarded as the forerunner of an Increased Inte advance In wheat had no effect on the corn market, the close being easy. Decem ber opened unchanged, at ic soin on in 42f, and cloned at 421c. Ltcal receipts were IiO cars, with 34 cars of contract grade. The feature of trading In oats was selling; of the December delivery by cash houses, who were Influenced by a lo decline In the price of cash oats. Ical receipts were al most lo0 In eaceas of the estimated amount, and this caused additional weakness In the December delivery. December opened KF Ue lower, at J434Uc, sold between 3.V,c and 34c. and closed at S84j.33V- Local receipts were 324 cars. NEW YORK, Nov. 19 The msrket was ' steady under the Influence of the Improved ! tone which developed last week. The first : hour's business was the lurgest for that Interval of time of any (hat has been done I for many months past. ITIces were affected . by the Invariable custom of professional I operators to dlKtrRiiite stocks to meet a nw outside demand and protlt-taking made Its usual Impression, but the breadth and strength of the new outside demand and the effective ahsorpllon which resulted had a very rncourugliig effect on sentiment. The speculative forces behind the market there fore came In with renewed accumulation and resumed operations for the advance with more appearance of subetantl.il strength than at any time lust work. As the day progressed, however, there apcarcd to be some distaste for the feverlsn senti ment In St. Paul and the excessive buoy ancy displayed by the stock. Other stocks which shared with St. Paul s strength last week were notably backward In the move ment and seemed to be freely supplied on .all advance. The new candldntes for speculative favor I were not as influential In their sympathetic effect on other stocks as the prime favor ite. While not sufficient to cause weakness In the stocks until the general decline, when .noney went lo 9 per cent, this pressure was sufflrlent j to prevent them from sharing In the strength prevailing eleswhere In the mar- ket. Many low priced non-dividend paying j stocks also were made active at advancing I prlees and this suggested an effort to brlnir about a process of rotation In demand which affords better facilities for digestion of profits. Perhaps as a result of the in crease In the speculative demands, rates for fall loans rose higher than on Frld ty last and thus caused some mlsglvlnes over the adequacy of the augmented supplies In the money msrket to carry on a successful peculation. Nothing authentic was obtaln- able to account for the heavy accumulation of fit. Paul. Variety was given to last I week's rumors on the subject by assigning ' a possible part to buying in the Hill ln . terests' while last week's rumors were nil agreed In a destination for the property In the Harrlman combination.' The suggestion of possible competition to secure the prop erty thus conveyed, served to Jar upon speculative susceptibilities to some extent. 'Other upward movements were without specific explanation. Reports frcm abrond pointed to some clearing up of doubtful feel ing over the money outlook there as well as here. LAW Knit to Determine Legality of Tx Haylasr Section Will Be Filed. - A HUit to test the validity of sevaral thou sands of dollars worth of tax tltlea will be filed In district court soon In which the constitutionality of one section of the scav enger tax law Will lie attacked.. The sec tion of the law directly Involved la th ono i which permits owners of property to buy up the tnx certlnoatea on their property at less than the amount ot the taxes and ll.ff. after a lapse of eighteen months, during which time any other person can raise their bid for the certificates, have all of the hack taxes cancelled on their land. , Thosu who attack the law contend the luw cannot give a property owner the right to cancel taxes on his property for less than the face value of the taxes. The land owners contend they stand on the same footing ns anybody e1ne apd can buy the certificates on their own property by the same method as other persons not inter ested tn the lund. A a large proportion of the certificates aold under the scavenger tax law were pur chased either by owners or lien holdnrs the suit will affect property estimated to be worth several hundred thousand dollars. The county commissioners have authorised tho county attorney to eater Into a lest suit which will he carried through the dis trict court and then to (he supreme court as rapidly as possible. The detail of the suit have not been decided upon yet, but as both sides are anxious to have the mat ter settled speedily the facts In the case w ill be stipulated and the matter - allow j to rest on the validity of the section of the law expressly permitting property owner to buy up certitlcates on their own land.
