"to the water board of the city of omaha "gentlemen:' it has ays been . tiik policy of the omaha water company not. only to keep its plant up to the highest. degree of efficiency, but to keep ahead of the necessities of the community. as you are awake, the city of omailvis growing rapidly at the present time, and a large number of new buildings, including many resi dences, are being erected, so that the demand on the wa ter plant is increasing and will increase during the next few years. "in order to meet this growing demand and to guard against the danger from any possible break in the large supply main, thereby leaving the city in great danger in Case of conflagration, it seems advisable that a second ' supply main be laid between florence and omaha. , , "if the omaha water company were to continue in the ownership and control of the plant it . would at the present time be preparing to lay such additional main, but the board of directors is advised that, under exist ing conditions, the company is virtually a trustee of the property "forfthe ciy;' s6 far' 'as the maintenance of the works is concerned, without obligation or author ity to make any considerable improvements except in co operation with the city. , ; "therefore,; in order that this enlargement, which present necessities suggest and future needs will cer tainly demand, may go forward without undue delay, the board of directors has authorized me to say that the WATER COMPANY WILL UNDERTAKE TO LAY SO MUCH OF A NEW MAIN BETWEEN FLORENCE AND OMAHA AS MAY BE NECESSARY, PROVIDED THE WATER BOARD WILL ENTER INTO AN AGREEMENT BINDING UPON THE CITY TO REPAY THE COMPANY, UPON COMPLE TION OF ANY PURCHASE OF THE WORKS, THE ACTUAL COST OF SUCH IMPROVEMENT WITH SIX PER CENT INTEREST, IN ADDITION TO WHAT WOULD OTHERWISE BE THE PURCHASE PRICE. "THE RATE OF GROWTH IN OMAHA SINCE THAT LETTER WAS WRITTEN CONFIRMS THE INDICATIONS THAT THE NECESSITIES OF THE CITY "WITH RESPECT TO WATER SUPPLY, ESPECIALLY FOR FIRE PROTECTION, WILL CONTINUE TO INCREASE GREATLY DUR ING THE NEXT FEW YEARS. "AS THE CITY OF OMAHA HAS MEANWHILE FILED AN AN SWER TO THE SUIT OF THE WATER COMPANY TO COMPEL THE CITY TO COMPLETE THE PURCHASE OF THE WATER PLANT, AND THERE IS, CONSEQUENTLY, THE PROSPECT OF A PROLONGED LITI GATION, THE BOARD OF DIRECTORS OF THE WATER COMPANY DEEMS IT IMPORTANT THAT PROVISION FOR THE EARLY LAYING OF AN ADDITIONAL MAIN B3 NOW MADE, WITH SPECIAL REFEP , ENCE TO THE SITUATION THUS DEVELOPED. ; iN SEEKING SUCH ACN ON THE PART OF THE WATER BOARD AS WILL MAKE IT JUSTIFIABLE FOR THE COMPANY TO UN DERTAKE THIS WORK, THE BOARD OF DIRECTORS HAS NO PUR POSE OF COMMITTING THE CITY TO ANY PURCHASE OF THE WA TER PLANT, OR PREJUDICING THE CITY WITH RESPECT TO PEND ING LITIGATION. "THEREFORE, THE BOARD OF DIRECTORS HAS AUTHOR IZED ME TO REPEAT THAT THE WAT, , COMPANY WILL UNDER TAKE TO LAY SO MUCH OF A NEW M..
