MORE AUSTRALIAN IDEAS
Mental Illumination from the Antip
odes Designed to Work Soma
. Civic Good.
Australia msy not be depended on for
anything If not for originality. Idea seem
as numerous there as bushranger were
a few decades ago. The most gratifying
feature about these mental illuminations)
is ths fact that they are all designed t
work some civic good. That we Imported
the ballot system now In use from the
antipodean commonwealth Is evidence of
th4s. We have boen asked to Investigate
other Innovations in King Edward's South
sea empire, but time or money or some
thing ha been lacking.
A movement has Just been launched by
the government that might well b the
subject of Inquiry from this country to
the end that public relief work might br
simplified. A year and a half ago a royal
commission was appointed by the Austra
lian government to Investigate the work
ings of an old age pension law in two or
three of the provimes of tho empire. The
commission haa Just reported, and it unan
imoualy recommends that the government
take steps Immediately to adopt for the
entire colony a similar system.
In New South Wale there are now 22.000
pensioners receiving from the state $2,510.
000 per annum. In Victoria there are ll.ir.3
pensioners receiving $1,025,000, with tho coHt
Of administration $8,500. In New Zealand
the proportion Is about tho same aa in
Victoria. The commission hss made s
thorough study of the pension law and
the conditions governing them and advises
for the commonwealth a law providing
maximum pension of $2 50 from tho C"
of 65, or In case of total disability, from
00, the payments to be made every two
weeks. It is computed that the pension li-t
will average from 15 to 20 per cent of those
persons above the stipulated age. Magis
trate will listen to and pas on appli
cations for pension snd no pension will
be granted where tho Income equals or ex
ceeds $250 a year. A rule has baen devised
whereby tbo pension will be decreased In
the exact ratio of the increase of Income
from otlier source. All the penslou are
forfeitable If the recipient proves to be of
dissolute or intern petals habits.
It Is Improbable that the average ooet o
maintaining the indigent In the United
States reaches the sum of KM pm ca.pl. a.
when only the Inmates of state and muni
cipal eleemosynary Institutions are com
pleted. But these Inmate comprise a
small proportion when compared with
the aged and Infirm who are supported
In whole or In part by variou private '
charltal.1 organisations, it could only be
learned after careful atudy whether the
Auatralian system could be adopted wit,
any degree of success in thla country
