minimum rate ot discount of the Bank of
England to per cent was largely responsi
ble for weakness today In the local wheat
market. At the close wheat for December
delivery was down e, corn w-as off '4c,
nats showed ft loss of e and provisions
were from 2Vin to 7Ue. hiaher.
TBe flurry in the money market due to
the action of tha Bank of England caused
active selling at the opening and the mar
ket failed to rally from the Initial decline.
Other bearish factors were favorable ad
vices concerning the Argentine crop, lower
F rices for cash wheat at Kansas City,
Allowing Increased receipts st that point,
and generally Improved weather enndJtlona
In tha United States. Pit traders were free
sellers early In the day and Ister smaller
holders Joined In the movement. A report
by a St. Loula trade pnper to the effect
that a large acreage had been sown to
winter wheat Increased the late seiiincr.
The demand came mainly from shorts ana
commission houses. The market closed
weak. December ooened Sfl-V-c to VTc

England sent a sensation pulsating
through the flnnnelal markets of lli
whole world by Its unexpected action to.
day by advancing Its offivinl minimum
discount rate from S to I per cent, fol
lowing aa advance of from 4 to 5 per
cent on October 1. Speculation In all
markets was distribute,! and the effect
In New York seems to have been moro
acute even than In foreign markets. Tho
rush to sell at the operunc of the mar
ket here was eniphaslied by vague fears
that some undisclosed development may
be behind the drastic measure thus
adopted by the great central Institution
of English finance. Some financial dlf
Hculty In the hanking world or a ncy
phase of the Russian financial situation
was most feared. Prompt Inquiry es
tablished that nothing more was Involved
than the necessity that waa forced upon
the English bank to stop the drain upon
Its reserve fund.
The immediate factor In precipitating
the action was the threatened withdrawal
of $5,000,000 from the bank of shipment
to Egypt. This in Itself would make an
inroad upou the depleted reserve supply
which would suggest peremptory
measures to check it. Th downward
Plunge In sterling exchange In this mar
ket also opened the way for renewed ne
gotiations for securing Incoming gold in
London for New York account. The ef
fect was an Immediate rebound In ex
change here. There was some later re
action In exchange rates with the running
up of the money rate In New York. Sales
for time loans were strongly bid at S per
cent for all dates and efforts were
reached to negotiate rome very large
loans on tlmv Lenders were little in
clined to pl.v e fund except for the longer
period. Call loans advanced to 7 per cent
comparatively early In the day. !.
forecasts of the week's currency
ment did not tend to ease the tone
money market. Outgo to the inter t
express seems to have amounted to ncurly
$5,000,000. The shipments to Cannda and
a remittance to Manila have called for
almost aa much more, hut these were
about offset by the gain on subtreasury
operations and the receipt of foreign gold.
The net loss to the banks, however. Is es
timated at from $3,000,000 to I7.t10.ft0n.
The present course pursued by the
Bank of England has Its latest parallel
In the price following the outbreak of th.j
Boer war In 1SS9. After rnlslng the of
lleial rste to E per cent In November, the
rate went to per cent on the last day
of November. This action was not im
mediately effective In the open money
market on London, nor on the exchange
rate In New York. But in the course of
time December gold began to go out from
New York and withdrawals continued in
spite of the acute stringency in the call
money market, which finally ran the rate
up to 18i? per cent at the Stock exchange
In the third week of December. Drastic
liquidation In the stock market whs
forced before the stringency was broken.
Practically no other subject was consid
ered In the market today, although th"
levying of flnes on the New York Central
for giving of rebates and the conviction
of the Standard Oil company In the suit
for conspiracy In an Ohio court were
cited as incidents likely to depress the
markets. These and all other considera
tions wers swallowed up In the dominant
effect of the response In the money mar
kets to the Bank of England action. Th
stock market waa quiet and free from
urgent pressure during the latter part
of the day. Recoveries from the low
point were Inconsiderable and the closing
tone was heavy. United States bond
were unchanged on call.
Bonds were weak. Total sales, par
value, $2,244,000.

CATTLE Receipts were very light even
for a Friday aad s some trains wet late
there were hardly enough fresh cattle to
really make a market. Ai usual, so nrar
the end of the week there was very little
Interest displayed and the market was
without new or Important features. Such
cattle as there were sold at about steady
prices. This would apply to both killer
and feeders.
Owing to the late arrival of trains yester
day a good many cattle mid late la't nlsht
and some of them had to be carried over
until today. Among this lot was a bunch
of good range steers, which brought $5. 50.
the highest price of the year to date for
that kind of cattle.
Late trains brought In a good many rows
and It became apparent at the rami time
that packers wera pretty well filled up,
having about aa many as they desired for
the werJc. The result was that the cow
market closed very dull and 104il5c lower.

ASBURY NOT GUILTY MAN

Police Cajart.
O. Asbury, whose temporary horn la In
Omaha and who Is now employed In one
of the packing, plant at South Omaha,
seems to have been the victim tha last of
September of an Ill-fated mlatake. It was
about carnival time when Mr. Asbury ar
rived In Omaha and the police wure on the
watchtower for auspicious strangers. About
that time aome fellow, who menda chair
had attached considerable private property
to his person In various homes and office
and the poli were looking for him. One
night Asbury was seen In a saloon with a
pair of black eyes. He looked suspicious
and a detective arrested him. Ha asked
Asbury his occupation and Aabury told
him he was a chair mender, knowing
nothing of the other fellow. That aettied
It in the minds of the police; they naturally
thought they had the right man, but the
next morning in police court they failed
to supply any evidence and Asbury was
discharged.
Asbury says that was the only tltna in
his life he waa ever arrested and he re
grets that because It got In tha newspapers
and he thinks may have injured him In
the eye of his friends. He worked and
also boarded at tha Midland hotel - and
Clerk Turner vouches for his good reputation.
