congress today adopted the report of Its
resolutions committee, recommending the
appointment of a committee of three lo co
operate with the president in keeping rtate
legislatures advised of resolutions and me
morials adopted by the congress, and hi
structlng the ways and meana committee

pacity with referenw- to the congress under
the president of the United States snd the
secretary of the Interior.
The report also favored the repeal of ths
existing federal "law of the apex" and the
aubatltution therefor of a law giving min
eral rights within vertical lines.
A request that the national congress pro
vide by law for the locating and working
of nilnes of the renerveft metals gold, ail- i
ver and quicksilver on Spanish-Mexican
land grants, confirmed by the United States
court of private land claims, was Included C
In the report.
The report also recommended the ap
pointment of a commission to draft a side
line law for presentation to the federal
congress.
Concerning ths safety of men engaged in
mining, the report recommended :
That a committee be appointed to draft
a uniform law governing metalliferous
mining and quarrying In the various states,
