The report also favored the repeal of ths existing federal "law of the apex" and the aubatltution therefor of a law giving min eral rights within vertical lines. A request that the national congress pro vide by law for the locating and working of nilnes of the renerveft metals gold, ail- i ver and quicksilver on Spanish-Mexican land grants, confirmed by the United States court of private land claims, was Included C In the report.
