Major Hawes admitted that the rates of. all fraternnls are now Inadequate and must be raised, but argued that It would be fat better to all concerned. If( the legislature would Walt till the membership of the vari ous fraternnls was educated to the point ot making their own raise In rates. He argued that legislative enactment In but one state raising rates would bs disastrous to the fraternala and na national legislation Is somewhat out of th question he believed It 'would be better to educate the membership to k change In th rates.
