Por.om ressnn or another the city coun cil wa not ready to take action on th proposed lighting contract with the Cltl en's Ga and Electric company and th matter went over until next Monday night. Th proposed contract, however, did not go over without discussion. In fact about two. hour were devoted to a discussion of It. Every member of the council had his ay, a did several cltlsen from the lobby. Th main objection raised last night agalnat the. proposed contract waa that the rate to be charged for arc light Is greater than that paid In Omaha. Council man Wallace led the objection on this point and wa seconded by Mayor Macrae. A. C. Keller, president of the .West Coun cil Bluff Improvement club, spoke tin th same line against the contract, aa did former Councilman Boyer, who at different timet decupled the floor the greater por tlon of the discussion, Boyer accused the commute of .having the contract "dic tated' to them and to thla Councilman Maloney toolt exception,' as '3 Id City So licitor Kimball. At this point the dis cussion . became somewhat- personal and for a while It looked as If tbere might be some pyrotechnics, but Mayor Macrae averted the Impending storm by. suggesting to the clerk to proceed to the next order ot business. A statement by Fir Chief Jones through tha columns of a local paper relative to Mayor Macrae'a chargea regarding the prise money , won at Clinton and other matter In connection with the same were at th request of the mayor referred to the com mittee on fire and light for investigation. Attorney Crofoot of Omaha appeared be fore the council again relative to the con struction of a dike near Big lake and th raising of the street In that vicinity to protect -the land there. , He asked the city to bear part of the expense, amounting to about 1400, and the matter was referred to tha committee of the whole, which wilt meet thla afternoon and look over th ground In company with Mr. Crofoot. ' - The request of property owner that tha alx-foot cement walk on th north aide of Pierce street bet werti Glen avenue and Bluff street be stricken from the sidewalk contract aa not necessary was granted. The council heard from tha dredge again. Property owner In the vicinity of where it la moored In th creek notified the council that they , would sue for dam agea unleaa It was removed forthwith. It was said that Contractor Wlckhara waa merely removing the dredge and not th wooden structure on which It was. "Delano and other official of th 'VVabash railroad to Council Bluff yeaterday morning it is hoped will result In th road erecting looal depot before long. The visit of Pres ident Delano waa at the Instigation of the Commerala! club, , which haa been urging th railroad to erect a local depot here for th laat eighteen month. While no definite assurance ' wa given that the road would build a local passenger depot, tae members of th Commercial club aad other clttsens present at yesterday's conference feel con fident that th -Wabash' will either build one or also make arrangements with tl Great Western to; use Its passenger depot on Main street and Ninth avenue. Norman left home 8urday afternoon at 4 o'clock, telling hi wife that he might go to Sliver City, la., to settle some buslnoes matter. When h failed to return at dark she supposed he hsd gone. About 2 o'clock Monday morning aha was awakened by a nolite in the, yard, but upon Investiga tion could learn no cause for It and re turned to the house. , Norman was about tt years old and leave a wife and two children... The bottle which had contained the acid bore the label of the Millard hotel pharm acy In Omaha. No cause ha so far been asalgned for the death. ' . When Norman left his home Sunday aft ernoon he waa accompanied by two friends, Henry Campbell and Albert Ab ramaon, who roomed at the Norma,n home. He accompanied them up town, and after walking around for a time left them ahortly before T o'clock, stating he was going home. Abramson returned to the house about 10 o'clock and was surprised to learn from Mrs. Norman that her hus band had not returned home. Shortly after reaching th house Abramson retired for the night, aa did Mra. Norman and the children; . Norman had worked at th transfer until noon Sunday, when he cam home for dinner, evidently in the best of spirits. Norman is said by those who knew him to have been a man of exemplary habits, and they are utterly at -a loss for a mo tive to Induce him to take his life in th manner he did. He 1 said to hav been In comfortable circumstances and greatly devoted to hi wife and two- children, a girl of 7 and a boy of 4 year. Epps, agalnat whom her husband, Charlte A. Epps, last 'April brought suit for divorce, has retaliated by having him arrested on a charge of perjury based on statements alleged to have been made In connection with the di vorce suit. Mrs. Epp chargea that her husband swore falsely when he declared under oath that eke was a non-resident of this city and that she resided in Mitchellvllle, la., also that he swore falsely when he declared In his affidavit that he wa and had been a resident of Council Bluffs for more than a year past preceding the filing of his peti tion. " The information was filed some time ago by. Mr. Epp In Justice Gardiner's court, but Epps had been away from the city and was not arrested until yesterday.
