ern railroad yesterday afternoon In the

MEMK The following proposed amendment to
the constitution ot the Stale of Nebraska,
aa hereinafter set forth' In full, is sub
mitted to the electors of the State of Ne
braska, to be voted upon at the general
election to be held Tuoeday, November t,
A. D., 19W.
Be it enacted by the-Legislature of tha
Slate of Nebraska:
Section 1. ' That at the general election
for state and legislative pfheera to be held
on the Tuesday succeeding- the -first Mon
day In November, l9Uti, the following pro
vision be' proposed and" BUbmiltvd to the
electors of the state aa an amendment to
the constitution. '
Section 2. There shall be a 6tate Railway
commission, consisting of , three members,
w ho aliall bj first elected, at the general
election In ISO, whose terms of office, ex
cept those chosen at the first election under
this provision, shall be six years, and whose
compensation shall be- fixed by the legisla
ture. Of the three commissioners first elected,
the one receiving the highest number of
votes shall hold his otli.ee for six years,
the next highest four years and the lowest
two yesrs. The powers and dutiea of aucb
commission shall Include the regulation
of ratea, aervlce and general control of
common carrlera aa tjie legislature may
provide by law. But Id the absence ot
spec I He legislation, the commission shall
exercise the powers and perform the dutiea
enumerated In thla proviaion. .
Section 3. - That at said election in the
year 1906, on the Jjallot of each elector vot
ing .thereat, there shall be printed or writ
ten the words: "For Constitution Amend
ment, with reference to 8tate Railway
Commission" and "Against Constitutional
Amendment, with reference to State Rail
way commission." And It a majority of
all votes cast at aald election shall be fur
such amendment, the same shall be deemed
to be adopted.

Nebraska, do hereby certify that the fore
going proposed amendment to the constitu
tion of the Slate of Nebraska la a true and
correct copy of the original enrolled and
engrossed bill, aa passed by the Twenty
ninth session of the legislature of the State
of Nebraska, aa appears from Bald original
bill on file In thla office, and that said pro
posed amendment is submitted to the Quali
fied voters pf the Slate of Nebraska for
their adoption or rejection at the general
election to be held on Tuesday, the 6th day
of November. A. D., 1U.

session yesterday fixed the tax levy for

Annual Meet In .of Missouri Valley
Medical Society.
The eighteenth annual meeting of tho
Medical Society of Missouri Valley will be
gin thia morning and continue over Friday.
The sessions wilt be held In the Grand ho
tel, which will also be the headquarters of
the society during the meeting. An attend
ance of from 100 to 150 members of the (
medical profession ia expected. j
The opening meeting at 10 o'clock this '
morning will be called to order by Dr. F.
W. Dean of this city, chairman of the j
local committee on arrangements. Charles
W. McDonald, president of the Commercial
club, will deliver the address of welcome,
which will be responded to by Dr. E. W.
Clark of Grlnnell, la., president of the
Iowa State Medical society. This aeaslon
will be devoted to reports ot omcera ana
committees and other business matters
only. The remaining sessions will be de
voted to the presentation of papers. Of
flcers for the ensuing year and the place
of next yeatj'a meeting will be selected at
the morning session Friday.
At the evening session today Dr. John
E. Summers of Omaha, prealdent of the
society, wilt deliver his address and Dr.
Richard C. Moore, also of Omaha, will de
liver an oration on medicine.

Jamea W. Bleelt, an employ of the
Keller-Farnsworth Furniture company, haa
been missing from hla home at 21f North

At an early hour this morning John Dot-
son, IS years of age, shot himself at the j
residence or his brother-in-law, C. Skip
ton, on Avenue B, between Fifteenth and
Sixteenth streets. He has three bullet
wounds In his body, but whether the In
juries are fatal Is not known at present.
He was taken to the General hospital.
