ination by direct primary, I still believe It
Is a step In th right direction; therefore

stitutional convention or some concerted ac
tion hy the legislature to pass several im
portant amendments to the present consti
tution, which is antiquated. Inadequate and
unwortHy our great stsfe.
Fourth We should create a railroad com
mission by constitutional amendment and In
the enactment measure grant the commis
sion similar powers over state traffic that
the federal commission has over Interstate
carrlera. The present commission bill Is
Inadequate and If valid would be question
able relief to present conditions. A rail
road commission elected by the people,
with Jurisdiction over all common carriers
within the state and with power to fix
reasonable rates would be more effective
and fairer to the people and the carriers
than - a maximum rate bill drawn by a
legislature. Lexintlators who meet once In
two yesrs a-,d who have no training or
time to study the details are, In my
opinion, more apt to pass an unconstitu
tional law than an effective one In this re
gard. Fifth The present tax law ahould be pre
served In the main,- but should be so
changed as to equalize Jhe burden of taxa
tion between the Individual and the cor
poration. In Douglas county the Individual
Is sustaining the burden and the rnllroad '
Is escaping taxation by spreading Its ter
minal values over Its entire mileage In the
state.
The tax on mortgagee should be repealed,
for it results In double taxation and puts a
premium on foreign held mortgsges. They
pay no taxes, while the cltlsens of Ne
braska who loan money to the local home
builder must pay a tax on his mortgage.
Today the aavinars of Nebraaka are not go
ing Into real estate mortgagee, for tho
lender must charge 7 or 8 per cent to net
him 8 or 6 per cent.. This Is unfair to our
own people snd detrimental to local Im
provement of the land.
Sixth I have mentioned only a few of
the Importsnt subjects for legislation, but
I may confidently refer the people of Doug
las county to my record In the last session
snd -assure them that In all matter of
legislation. I will use my best efforts for
progressive legislation along sll lines tend
ing to the betterment of our laws and their .
administration.

Lieutenant Commander It. M. Blgnor, chief
of th recruiting bureau at Omaha, Is con
ferring with Manager Oillan of the Audi
torium with the Idea of having a show here
and It ha been decided that one will be
given either In the latter part of August
or late In September.
The blograph will show picture of all of
the country' war vessels, their officers and
their maneuvers, and ome pictures of the
Spanish-American war. In addition some
views of other nation will b hown.
A nominal admission fee may be charged
to help th government pay the rent of the
Auditorium. Th show will be glvn later
on at Hastings, Lincoln and Council Bluff.
